Summary:
The County, in partnership with local service providers and stakeholders, applied for and received a three-year federal grant award from the Bureau of Justice Assistance to expand and enhance the Sixth Judicial Circuit Adult Drug Court (ADC). The Courage to Change Program will enable the ADC to meet the unique needs of drug court clients who struggle with rule and probation violations due to continued criminogenic thinking and behavior. The population of focus is adult clients of all ages, races and ethnicities who have demonstrated behavioral difficulties following a regiment of substance abuse treatment. The primary goal of the program is to serve 110 participants to specifically address criminogenic risk and need (40 per year with 30 in the first year due to implementation delay). Enhancing treatment will lead to a reduction in recidivism among ADC participants by increasing their likelihood of successful completion of the ADC resulting in improved public safety and quality of life.
The three-year award period is October 1, 2016 through September 30, 2019.
Background/Explanation:
There is a need to enhance the capacity and services of the ADC, one of the largest in the state of Florida, since its inception in 2001. The ADC offers integrated screening and assessment; individualized treatment planning; intensive substance abuse treatment services and integrated trauma informed approaches to treatment. This new model for Adult Drug Court adds, “The Courage to Change Interactive Journaling System,” for use by Solutions Behavioral Healthcare Consultants, to better address criminological thinking by drug court participants in danger of failing drug court after completing the initial period of substance abuse treatment.
In 2015 the ADC admitted 477 participants and graduated 280 clients, or 62 percent of all exits. Recidivism was 14% at one year post-graduation and 18% at two years post -graduation and the ADC has a four-year retention rate of 73 percent. Courage to change will help to facilitate those clients at risk of not completing the program.
Fiscal Impact:
The service funding agreement is for three years. The annual project cost for Solutions Behavioral Healthcare Consultants is $81,683.32 Year 1 and $82,552.32 for Years 2 and 3, for a total of $246,787.96 in federal funds.
There is an In-Kind match requirement which is being supplied by a portion of the Drug Court personnel salaries and benefits (County Funded Court Employee $38,993 and Drug Court Judge $58,286 from state budget). $3,000 of the Social Solutions Case Management System subscription cost is being offered as match for this project in order to collect project-related data for performance reports.
