Approval of the award of bid to QRC, Inc. (QRC) for annual potable water and reclaimed water repair services.
• This project consists of effectuating the repair, rehabilitation, and replacement of potable and reclaimed water pipe at various locations throughout the County. Work includes, but is not limited to: directional drilling, excavation, pipe installation, installation of valves and valve boxes, relocation and/or replacement of fire hydrants, restoration of roadway, and disinfection of potable water pipe prior to replacement and/or repair.
• One bid was received with award recommendation to the lowest responsive responsible bid QRC in the amount of $4,332,242.00. Other respective bidders were contacted and stated they did not have capacity in their schedule due to market conditions and current/future commitments.
• The engineering estimate for this work is over $6,000,000.00; QRC’s bid submittal is beneficial to the County. All work is expected to be completed within 730 consecutive calendar days.
• A mandatory goal of 7% is established for small business enterprise participation.
Bid No. 190-0087-CP(PLU); PID No. 002246D; in the amount of $4,332,242.00 based on being the lowest responsive responsible bid received meeting specifications; all work is expected to be completed within 730 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:
The purpose of this project is to effectuate the repair, rehabilitation, and replacement of potable and reclaimed water pipe at various locations throughout the County. This work order contract is necessary in order to construct individual projects that are typically smaller in cost and are more efficiently managed through a work-order type contract, rather than advertising and bidding each small project individually. This approach reduces the overall construction time frame and provides cost-benefits to the County by grouping numerous small projects into one work order type contract. It also provides the flexibility to address unanticipated infrastructure needs (i.e., emergency failures).
Background/Explanation:
Work pertaining to this contract includes all services and materials required to repair, rehabilitate, and/or replace potable and reclaimed water pipe, including but not limited to: directional drilling; excavation; pipe installation; installation of valves and valve boxes; relocation and/or replacement of fire hydrants; restoration of roadway and disinfection of potable water pipe prior to replacement and/or repair.
Fiscal Impact:
Expenditure not to exceed: $4,332,242.00
Funding is provided through various Capital Improvement Program budgets and/or operating budgets per individual assigned work orders on a multiple year/multiple work order basis.
