Approval of ranking of firms and agreement with PCL Construction, Inc. for Pump Station 16 improvements - Professional Design-Build Services.
• This contract is for professional design-build services consisting of engineering design, construction documents and permitting (Phase 1) and construction services (Phase 2) for the Pump Station 16 Rehabilitation project.
• Award recommendation is to PCL Construction, Inc. per the Consultant Competitive Negotiation Act in the amount of $2,298,231.50 for Phase 1.
• Staff will return to the Board of County Commissioners for approval of Phase 2 construction services with a Lump Sum Guaranteed Maximum Price.
• Four Small Business Enterprise firms are included in this contract with PCL Construction, Inc.: Dialogue Public Relations, LLC, Juturna Consulting, LLC, Hyatt Survey Services, Inc., and V&A Consulting Engineers, Inc. for combined SBE fees of $187,561.00, or approximately 8% of the total Phase 1 award.
• Funding is available under Pump Station 016 Improvements, included in the Fiscal Year (FY) 2026-FY31 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund, in the amount of $2,637,000.00.
Contract No. 25-0209-RFP-DB in the amount of $2,298,231.50 from the notice to proceed for 450 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
This Agreement provides design-build services to commence with the design development and pre-construction elements of this design-build project. The County desires to make repairs to PS-16 and to make other modifications that will improve functionality and reliability and will facilitate maintenance activities. Design services include preparation of plans and specifications for the following work:
• New pumps, discharge riser piping, guiderails, and base elbow within existing wetwells. New valves, fittings, flow meters, and elimination of existing below-grade valve vaults and flow meter vaults
• Removal of existing sluice gates from influent splitter box and modification of the existing wetwells
• Expanded enclosed courtyard area with improved odor control equipment
• New electrical switchgear, diesel-engine driven standby generators, and diesel-engine driven bypass pumps
• Miscellaneous other improvements

Background Information:
A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on February 27, 2025; following the written evaluation and presentations, the negotiation and scoping process concluded June 16, 2026.
The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.
PS-16 is a master wastewater pump station that conveys wastewater to the County’s South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) located at 7401 54th Avenue North in St. Petersburg. PS-16 collects wastewater from four different collection basins and can convey up to 30 million gallons per day (MGD) to the SCBAWRF. It is a critical component of the County’s wastewater transmission system.
This project will be delivered as Progressive Design-Build and consists of two (2) phases: Phase 1 will include engineering design services and determination of a Guaranteed Maximum Price. Phase 2 (to be executed in the future) will consist of construction of the project.
Fiscal Impact:
Phase I (design) not to exceed: $2,298,231.50
Funding is available under Pump Station 016 Improvements, included in the FY26-FY31 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund, in the amount of $2,637,000.00.
The total project estimate is $20.9M, with $18.2M included in the FY26-FY31 Capital Improvement Plan as Future Financing, contingent on additional revenues, interfund borrowing, or bond issuance.
