Approval of the ranking of firms and agreements with twelve firms for requirements of Pinellas County Housing and Community Development Department (HCD) support services. The maximum expenditure associated with each firm is based on a five-year total per HCD estimates based on discipline:

2.) GAI Consultants, Inc. $250,000.00
3.) HDR Engineering, Inc. $250,000.00
4.) Inspire Placemaking Collective, Inc. $350,000.00
5.) Kimley-Horn and Associates, Inc. $450,000.00
6.) Lambert Advisory, LLC. $250,000.00
7.) Pritchett Steinbeck Group, Inc. $350,000.00
8.) Regional Economic Consulting Group, LLC. $250,000.00
9.) SB Friedman Development Advisors, LLC. $350,000.00
10.) Toole Design Group, LLC. $250,000.00
11.) Vanasse Hangen Brustlin, Inc. $350,000.00

• These new agreements provide HCD, and other County departments, with as-needed consultant services for ten major disciplines as outlined in the staff report including but not limited to housing planning and analysis, multimodal planning, transportation planning and economic analysis.
• Sixteen submissions were received and evaluated, with the twelve highest ranked firms recommended for award.
• Contract with twelve firms for HCD function support services with a five-year estimated expenditure not to exceed $3,900,000.00.
• These contracts are partially funded in the HCD Fiscal Year 2024 Budget in the General Fund. Work authorized under these contracts will be based upon the availability of funding in the department’s annual budget for each of the next five years.

Summary
This contract provides HCD consultant services, on a work assignment basis; on an as-needed basis, in ten disciplines including: Housing Planning and Analysis, multimodal transportation planning and analysis, economic analysis, communications and public involvement, urban design, land use and redevelopment, historic preservation, community resilience, community development, and redevelopment planning. The goal of this contract is to engage consultant services more efficiently in specialized areas of the planning field.

Background Information:
HCD plays a pivotal role in coordinating countywide objectives and guiding the community toward a sustainable future. The Comprehensive Plan, administered by HCD, defines the vision for Pinellas County and establishes goals, objectives, policies, and strategies to help achieve that vision. HCD is responsible for Land Development Code, historic preservation, hazard mitigation planning, community development block grant funding, affordable housing program administration and special planning projects, housing policy, review of community redevelopment areas and annexations, and strategic initiatives. HCD also provides planning services for smaller municipalities throughout the County, in accordance with F.S. 163.3174.
An RFP was released on July 21, 2023, resulting in sixteen (16) responsive proposals. The twelve (12) highest ranked firms were recommended for award by HCD. The contracts have a term of five (5) years beginning upon execution, with two (2) additional twelve (12) month option of renewals.

Fiscal Impact:
Estimated expenditures not to exceed: $3,900,000.00
Estimated annual expenditure not to exceed: $780,000.00
Funds are derived through the HCD General Fund Budget, and any grants sought on a project-specific basis.
