Approval of the ranking of firms and execution of the agreement with the top ranked firm CDM Smith, Inc. for professional engineering services related to the Regional Resource Recovery Facility (RRRF) project.

 

                     Award recommendation is for CDM Smith, Inc. per the Consultant Competitive Negotiation Act, Florida Statute 287.055, for an amount not to exceed $2,343,755.50

                     The project will be performed in three phases. The professional engineering services will be performed in Phases 1 (preliminary engineering report) and 2 (design). The construction of the facility will occur in Phase 3. This contract is for Phase 1 of the project.

                     The tasks for Phase 1 are expected to be completed within seven hundred thirty consecutive calendar days, or two years.

                     Funding for this project is derived from the Sewer Enterprise Funds and Solid Waste Enterprise Funds.

                     Earthshine Environmental, Inc. and The Valerin Group, Inc. both Small Business Enterprise firms will be utilized as sub-consultants in this contract.

 

Contract No. 190-0157-NC (SS) in the amount of $2,343,755.50; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The RRRF will reuse biosolids generated by Pinellas County Utilities’ (PCU) wastewater facilities and other in-county and neighboring utilities to produce alternative products that eliminate the need for landfilling, land application and/or fertilization for disposal. This project is in partnership with Pinellas County Solid Waste Department (PCSW) and is mutually beneficial to both Departments’ and the County’s Strategic Plans.

Background Information:

On April 2, 2020, the Purchasing Department, advertised a Request for Proposals in accordance with CCNA per Florida Statute 287.055 for the RRRF.  The Purchasing Department received three (3) proposals that were evaluated on August 7, 2020, and on September 11, 2020, with CDM Smith, Inc., determined as the highest-ranked firm. PCU concluded scope negotiations on August 2, 2021.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

Prior to this Request for Proposal, a regional, long-term, biosolids master plan was completed in 2019. The Master Plan included input from municipal utilities’ departments within Pinellas County and the surrounding area that may have interest in a regional biosolids disposal program. Since the meetings were preliminary, this project will continue the conversation with these and other entities to consider alternatives, recommendations, and estimated costs for such an endeavor, and determine the likelihood of achieving substantial commitment.

 

This project will provide PCU, PCSW, and participating local municipalities with a long-term plan for managing regionally sustainable biosolids and the other waste streams.
