Recommended Action
Following a public hearing, adopt the resolutions approving the final millage rates and budgets for Fiscal Year (FY) 2026.
• On July 22, 2025, the County Administrator delivered the FY26 Proposed Budget to the Board of County Commissioners (Board).
• The maximum ad valorem millage rates were then certified to the Property Appraiser on July 23, 2025, for inclusion in the Truth in Millage (TRIM) notices.
• The TRIM notices were mailed to all county property taxpayers on August 18, 2025.
• The first public hearing to adopt the tentative millage rates and budgets for FY26 took place on September 4, 2025.
o Amendments to the Proposed Budget and amendments to the Tentative Budget have been addressed.
• The meeting has been duly noticed by the "Notice of Proposed Tax Increase” and the “Summary of Proposed Budget” legal ads, that were published in the September 14, 2025, edition of the Tampa Bay Times.

At this hearing, the Board of County Commissioners (Board) will consider adoption of resolutions that approve final millage rates and budgets for the various entities for which the Board is the taxing authority. The order of business and content of this Public Hearing on the Fiscal Year 2026 (FY26) Budget are mandated by Florida Statutes.

Background Information:
On July 22, 2025, the County Administrator delivered the FY26 Proposed Budget to the Board. The proposed ad valorem millage rates were then certified to the Property Appraiser on July 23rd, 2025, for inclusion in the Truth in Millage (TRIM) Notices. The TRIM notice sets the tentative millage rates, which are the maximum millage rates. TRIM notices were mailed to all county property taxpayers on August 18, 2025, and contained the notice of the time and place of the first public hearing held on September 4, 2025. At the first public hearing held on September 4, 2025, the Board adopted the Tentative FY26 millage rates and budget.
Notice for the second and final Public Hearing was published in the Tampa Bay Times on September 14, 2025, in accordance with Florida Statutes Section 200.065.
Fiscal Impact:
Final approval of the FY26 millage rates and budgets for County-wide, Municipal Services Taxing Units, and other taxing districts is required to comply with Florida Statutes. This will conclude the process of approving appropriations for the fiscal year beginning October 1, 2025.
