Approval of the Intergovernmental Services Agreement with the Juvenile Welfare Board (JWB) for Information Technology (IT) services from Business Technology Services (BTS).
• Recommend continuing BTS service to JWB from October 1, 2025, to September 30, 2030, with annual performance reviews and opportunities to adjust service levels and fees for future years.
• The agreement reflects an 8.1% increase over the prior agreement, accounting for increased service levels and costs.
• Renewal will result in a Fiscal Year (FY) 2026 budgeted revenue stream of $319,970.30 to the Business Technology Services Fund.
• Semiannual service fees will be paid to BTS in March and October of each fiscal year.
• The revenue source was included in the FY26 Budget Request and will offset the cost of IT services provided to JWB by BTS.
• Additional services requested by JWB will be invoiced separately for reimbursement of expenses incurred.
• Revenue for this agreement is included in the FY26 Operating Budget for BTS in the Business Technology Services Fund.
• FY26 and future revenue will be dependent on the passing of the annual Operating Budget.

Summary:
This updated agreement includes an annual service fee from October 1, 2025, to September 30, 2030. Exhibit C outlines the IT services provided, their costs, and billing information. It also includes hourly rates for JWB to engage additional IT resources outside the current scope. Per Section 2, annual renewals may continue by mutual written agreement with JWB and the County, approved by PINELLAS COUNTY."
Background/Explanation:
BTS has been an IT service provider to the JWB since the original agreement approved by the BCC on October 27, 2011. The agreement was renewed annually via eight (8) amendments under the County Administrator's delegated authority until it was replaced in 2020 (20-580D) to include increased services and costs. It was later amended to adjust billing frequency. This new agreement updates services, service levels, and costs, reflecting an 8.1% increase over the prior agreement.
Fiscal Impact:
The renewal of this Agreement will result in a revenue stream of $319,970.30 in FY26 to the Business Technology Services Fund. This revenue will offset the cost of IT services provided to the JWB. This agreement is an 8.1% increase compared to the prior agreement. The agreement identifies rates for Additional Services in Exhibit C.
Revenue for this agreement is included in the FY26 Operating Budget for BTS in the Business Technology Services Fund.
FY26 and future revenue will be dependent on the passing of the annual Operating Budget.
