• This contract is for professional engineering services to develop the design, survey and permitting of the new vault facility.
• The current location of the vault is restricting future airport expansion.
• Award recommendation is to AECOM Technical Services, Inc. per the Consultant Competitive Negotiation Act in the amount of $659,468.89.
Contract No. 189-0193-NC (SS); in the amount of $659,468.89 for five hundred and fifty consecutive calendar days from notice to proceed date. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This contract is for professional engineering services related to project design and construction administration. The project involves assisting staff in determining the location, design, survey and permitting of the new vault facility.
Background Information:
The final negotiated agreement includes a not-to-exceed amount of $659,468.89, inclusive of $609,468.89 for basic design services, and $50,000.00 for owner contingency services.
The design, permitting, bidding and construction administration phases are expected to be completed within five hundred and fifty consecutive calendar days from the notice to proceed date.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055 was released on February 5, 2019 and the negotiation and scoping process was concluded in September 2019.
The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061 of Florida Statutes.
Fiscal Impact:
Basic services not-to-exceed: $609,468.89
Contingency services not-to-exceed: $ 50,000.00
Total expenditure not-to-exceed: $659,468.89
Funding for this project is entirely derived from Passenger Facility Charges (PFCs) as approved by the Federal Aviation Administration in PIE’s PFC Application approved May 29, 2019. No local match is needed.
