Approval of the ranking of firms and agreements with four firms for the requirements of the St. Pete-Clearwater International Airport - Professional Engineering Services.

 

1.) Mohsen Design Group Incorporated, 2.) AECOM Technical Services, Inc., 3.) AVCON, Inc., 4.) Kimley-Horn and Associates, Inc.

 

                     This contract will provide the St. Pete-Clearwater International Airport with continuing professional engineering consulting services on an as-needed basis.

                     Fifteen submittals were received with award recommendation to the top four firms in the total amount of $6,000,000.00 ($1.5M per firm) for a five-year term, in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.

                     All the prime vendors have committed to utilizing multiple-certified Small Business Enterprise (SBE) firms for engagements resulting from this contract. Percentage goals are not established for CCNA’s continuing contracts. When the County utilizes a firm for an engagement, the requested department, working with Economic Development, will ensure SBEs are utilized.

                     These contracts are used on an as-needed basis with no obligation to spend the full amount of the contracts or to spend in any given year. Funding is available in the Fiscal Year 2026-2031 Capital Improvement Plan. Obligation will occur at the time of purchase order. In the event that future fiscal year funding is not available, the County maintains the authority to terminate this agreement.

 

Contract No. 26-0041-RFQ-CCNAC in the amount of $1,500,000.00 per vendor for a five-year total not to exceed of $6,000,000.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The St. Pete-Clearwater International Airport requires continuing contracts with professional consulting services on an as-needed, task order basis. The Board’s approval of these continuing contracts does not obligate or authorize spending the full contracts sum of $6,000,000.00. The department is only authorized to expend the budgeted amount, approved annually by the Board.  To expend the funds, the department will issue one or more task orders to one or more consultant firms to complete per specific scope of work. The total expenditure cannot exceed the department’s line-item budget.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on November 10, 2025; the negotiation of agreements concluded on April 28, 2026.

The contract includes fully burdened hourly rates negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of TBMCSA will be reimbursed in accordance with Florida Statutes.

The current continuing contract for services expires on July 11, 2026.
