Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Specific Performance and Land Use Restriction Agreement (Agreement) with the Florida Dream Center, Inc., for CDBG funded facility improvements.

                     This Agreement provides CDBG funding, not to exceed $66,526.50, for costs associated with interior facility improvements including replacement of ceiling tiles, lighting, and electrical wiring at the Florida Dream Center facility.

                     The Florida Dream Center facility is located in the locally designated Central Lealman Target Area, a low- and moderate-income area.

                     The Agreement is effective for one-year, from April 1, 2024, to March 31, 2025.   

                     Use of the property is restricted to serving low- and moderate-income individuals through April 1, 2031.

 

                     The County received $2,475,188.00 in Community Development Block Grant (CDBG) funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

 

                     Funding for this agreement is included in the current-year budget of the Housing and Community Development Department in the Community Development Grant Fund.

 

                     A large capital project agreement executed in March of 2024 by Pinellas Community Foundation provides $630,998.00 of American Rescue Plan Act (ARPA) funding for exterior improvements to the Florida Dream Center building including roofing, stucco, windows, garage doors, HVAC system, exterior painting, parking lot resurfacing, fencing, pavers and landscaping.

Summary:

One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2023/2024 (FY24) is funding of the Florida Dream Center Facility Rehabilitation. This Agreement will provide funding for upgrades to ceiling tiles, lighting, and electrical wiring at the Florida Dream Center facility located at 4017 56th Avenue North, St. Petersburg, Florida 33714.

The Agreement is effective for one (1) year, from April 1, 2024, to March 31, 2025. Use of the property is restricted to serving low- and moderate-income individuals through April 1, 2031.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

The County received $2,475,188.00 in CDBG funding for FY24. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 27, 2023, with applications being due March 3, 2023. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $66,526.50 during the term of the Agreement. Funding for this agreement is included in the current-year budget of the Housing and Community Development Department in the Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 23-56.
