Resolution to declare as surplus multiple County-owned properties in the City of Clearwater and authorize the County Administrator to utilize a competitive request for negotiations process in anticipation of selling the properties.

Recommended Action:

Recommended Action

Adoption of a resolution to declare multiple properties in downtown Clearwater as surplus, including authorization to advertise the properties for sale through a competitive request for negotiations process.

 

                     Surplus and sale of subject properties will generate substantial proceeds for the County.

                     Sale of downtown parcels supports County transition to the new County campus on Ulmerton Road.

                     This resolution declares the subject parcels as surplus per County policy and procedures approved by the Board of County Commissioners on November 16, 2010, in Resolution 10-235.

                     This resolution also hereby waives the requirement for establishing a base bid or minimum sale price for the properties per County Real Property Procedures section six, approved by the Board of County Commissioners on November 16, 2010, in Resolution 10-235.

                     This resolution for declaration of surplus and authorization for future disposition of the properties has no fiscal impact on Pinellas County.

Passage of the Resolution will enable the County to solicit proposals to negotiate the disposition of the properties through a competitive process, and ultimately sell the properties pursuant to that process.

Background Information:

Through previous actions by the Board, the County is planning to construct a new campus for County government in the City of Largo. The County intends to vacate and sell these County-owned properties in downtown Clearwater in connection with the relocation.

 

Fiscal Impact:

The County’s sale of the surplus properties will generate substantial revenue for the County. The amount of revenue will be determined upon the County’s execution of purchase/sale agreement(s) with the buyer(s) or master developer.
