Approval of two no-cost amendments for Resilient Florida Grant Program Agreements with the Florida Department of Environmental Protection (FDEP) for Manufactured Home Communities (MHC) Wastewater Collection System Improvements (22FRP09) and Utilities Reliability Improvements (22FRP10).

 

                     FDEP grant agreement no. 22FRP09 provides $25 million for wastewater collection improvements at seven MHCs in Largo and unincorporated Pinellas County (approved by the Board of County Commissioners and fully executed in March 2024)

                     Amendment 1 to agreement no. 22FRP09 updates the grant work plan to remove budget categories (eliminating the need for reallocation of funds between budget lines); and adds the inclusion of Project Management reports as part of the deliverables for payment requests (no changes to the total funding amount).

                     FDEP grant agreement no. 22FRP10 provides $3,435,850.00 for hardening improvements to mitigate flood and wind vulnerability at Logan Laboratory, South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) Dewatering Operations building, SCBAWRF Education Center, and the General Maintenance Division Operations Center (approved by the Board of County Commissioners and fully executed in March 2024).

                     Amendment 1 to agreement no. 22FRP10 updates the grant work plan to remove Logan Laboratory from the facilities to be improved and reallocates the funding to the remaining three facilities. This amendment also removes the requirement for matching funds (no changes to the total funding amount).

                     This grant funding is applied to the Manufactured Home Communities Wastewater Collection System Improvements Project 005015A, South Cross Bayou AWRF Building Hardenings for the Operations Support Center and Dewatering Building Project 005226A, and General Maintenance Building South Building Hardening Project 004578A, included in the Capital Improvement Plan, funded by Florida Department of Environmental Protection Resilient Florida state grants.

Summary:

Summary

Agreement no. 22FRP10 provides $3,435,850.00 from the FDEP Resilient Florida Grant Program. Funds will be used to complete hardening improvements at three (3) critical Utilities Department facilities to prevent service disruption and provide protection for wind speeds of up to 156 mph or greater and withstand at least a Category 4 hurricane. The three (3) County facilities to be improved are South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) Dewatering Operations building, SCBAWRF Education Center, and the General Maintenance Division (GMD) Operations Center. This amendment updates the grant work plan to remove Logan Laboratory from the project and reallocate funding to the remaining three (3) facilities.  The amendment also removes the requirement for matching funds, allowing this agreement to cover all expenses related to construction, including project management services. No changes to the total funding or timeline were made. All work must be completed by June 30, 2026. Agreement no. 22FRP09 provides $25 million for wastewater collection system improvements at seven (7) MHC in Largo and unincorporated Pinellas County. The Amendment removes the budget categories and combines all construction activities under one task, eliminating the need for future budget reallocations. The amendment also includes the addition of project management reports to the deliverables for payment requests. No changes to total funding or timeline were made. All work must be completed by June 30, 2026.

Background Information:

The building hardening projects were developed as a result of a wind study that was performed in 2020 to determine wind classification of various critical buildings for the Utilities Department, along with recommendations for structural improvements that would enhance resiliency during major hurricanes. In March of 2024, the County received a hard bid for the Logan Laboratory project. The bid came in at approximately 46% higher than the engineer’s estimate developed in July 2023 and approximately 167% higher than the original cost that was included in grant agreement 22FRP10. Due to the increase in cost for this facility and the anticipated cost increases for the remaining three facilities, the County made the decision to not move forward with the construction of the Logan Laboratory project and requested that FDEP remove it from the grant work plan and reallocate funds to the other facilities. The Logan Laboratory project is in the process of being re-scoped and is now a new stand-alone separate CIP project (PID 006502A). In September 2024, the County requested additional funding from FDEP for Agreement no. 22FRP09, however if awarded, this will be in the form of a new agreement and is not part of this amendment.

 

Fiscal Impact:

These amendments have no fiscal impact as no changes in total funding or timelines have occurred.

 

This grant funding is applied to Manufactured Home Communities Wastewater Collection System Improvements Project 005015A, South Cross Bayou AWRF Building Hardenings for the Operations Support Center and Dewatering Building Project 005226A, and General Maintenance Building South Building Hardening Project 004578A, included in the Capital Improvement Plan, funded by FDEP Resilient Florida state grants.

All FDEP grant funds must be expended by June 30, 2026.
