Ratification of the approval by the County Administrator of the Sub-Recipient Management Cost (SRMC) Request for the Hazard Mitigation Grant Program (HMGP) Application with the Florida Division of Emergency Management (FDEM) for construction of the McKay Creek Operable Lake Controls and Supervisory Control and Data Acquisition (SCADA) Project.
• County originally applied for $3,000,000.00 HMGP funding for construction, with a $1,000,000.00 County match in August 2023.
• SRMC increased grant amount, through additional Application submittal, by $200,000.00 for Fiscal Years (FY) 2025-2027 to manage and administer HMGP award with no match requirement in December 2024.
• County Administrator approved the submission of the second Application through Legistar Item 24-1192D. Due to the submission deadline, the County Administrator's approval was necessary with the understanding that the item would be ratified by the Board of County Commissioners at later date.
• McKay Creek Operable Lake Controls and SCADA, Project No. 004134A, is funded by Local Infrastructure Sales Tax (Penny for Pinellas) and local grants. FDEM HMGP grant would offset Penny for Pinellas funding.
• No signatures required.

Summary
The Sub-Recipient Management Costs (SRMC) provides the grantee the ability to request reimbursement for management costs related to the project during design and construction. FDEM will reimburse the County 100% of SRMC costs, and other administrative costs that are associated with the construction of the McKay Creek Operable Lake Controls and Supervisory Control and Data Acquisition (SCADA) Project, up to five percent (5%) of the total grant project cost of $4,000,000.00 ($200,000.00) with no required County match. This is in addition to the original FDEM HMGP grant funding request of $3,000,000.00 for construction costs which requires County match of $1,000,000.00 (Granicus ID 23-0365D).
Total requested Grant funding will now be $3,200,000.00, with an anticipated total County match of $1,000,000.00. There is no match associated with the $200,000.00 SRMC available to the County.

Background Information:
The County was allocated $6,300,000.00 in Hazard Mitigation Grant Program (HMGP) Funding from the Presidential Disaster Declaration for the Hurricane Ian (FEMA-4673-DR-FL). The grant process is directed through the County’s Local Mitigation Strategy (LMS) Committee. Projects are ranked and selected by LMS prior to beginning the grant application process. The cost-share fluctuates based on how the project is ranked by FDEM. This project will receive 75% federal funding and requires a minimum 25% local match.
The HMGP will provide construction funding assistance for the proposed flood mitigation project to implement lake level SCADA controls at two (2) locations, Taylor Lake and Walsingham Reservoir, which are part of the McKay Creek watershed. The subject drainage improvement project is a watershed-wide benefit to temporarily lower lake levels of both major waterbodies during select times of the rainy season and before a hurricane/major rainfall event.
The lowered tail water condition and additional flood-storage volume in the lakes will significantly increase the available flood water storage and conveyance capacity, thus reducing flooding extents in the McKay Creek watershed. According to preliminary engineering study completed in March 2020, the project is projected to remove approximately three hundred sixty (360) buildings from the 100-year 24-hour floodplain.
Fiscal Impact:
McKay Creek Operable Lake Controls and SCADA, project 004134A, is budgeted in the FY25-FY30 Capital Improvement Plan and funded Penny for Pinellas and a grant with Southwest Florida Water Management District (SWFWMD).
Through this request, the County is requesting $200,000.00 through the HMGP with FDEM for grant administrative services. This grant funding request is in addition to an original FDEM HMGP grant application for $3,000,000.00 to fund construction of McKay Creek Operable Lake Controls and SCADA, project 004134A, submitted in August 2023 (Granicus ID 23-0365D).
If awarded, FDEM would provide the County $3,000,000.00 for construction with a required County match of $1,000,000.00 and $200,000.00 for grant administrative services with no required County match. Total FDEM grant funding requested is $3,200,000.00 and would offset Penny for Pinellas funding.
