Recommended Action

Approval of the grant agreement with the Florida Department of Environmental Protection (FDEP) for the Environmental Remediation of the former Toytown Class I Landfill to be used for purposes of youth sports.

 

                     Agreement provides for a state legislative allocation of $15,000,000.00, managed by FDEP, with no match required.

                     This grant will allow the County to begin the remediation of the environmental effects of the former Toytown Class I Landfill, including gas control and mitigation, contaminated groundwater assessment and treatment, land subsidence assessment, stormwater management considerations, and a waste relocation plan.

                     Environmental remediation will prepare the property for the future development of a youth sports facility.

                     All work eligible for reimbursement must be complete, and all deliverables must be received by December 31, 2029.

                     Funding for this grant is included in the current year Capital Improvement Program, under project Toytown Remediation Phase 1 (005583A) in the amount of $15,000,000.00.

 

FDEP Agreement No. TT001; in the amount of $15,000,000.00; Agreement term ends on December 31, 2029; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The Florida Legislature, in Specific Appropriation 1755B (2022-2023), provided $15,000,000.00, in nonrecurring funds for the remediation of the site of the former Toytown Class I Landfill for the site to be used for the purpose of youth sports. FDEP is the state awarding agency that has been tasked with the administration of this State Appropriation.

Background Information:

The former Toytown Class I Landfill, a two-hundred-and-fifty-acre parcel located in Pinellas County within the City of St. Petersburg, ceased operations in 1983. The waste-filled area comprises approximately two hundred and twenty-five acres and includes a waste thickness of about thirty feet. The site cannot be developed into a youth sports facility until the completion of all environmental remediation from the former landfill. During the 2022 Florida Legislative session, the Legislature appropriated $15,000,000.00 for the environmental remediation of the former Toytown Landfill to be used for purposes of youth sports.

 

Fiscal Impact:

FDEP grant funding in the amount of $15,000,000.00 for all design, permitting, and construction needed to remediate the environmental impact of the former landfill. No County match is required. Funding for this grant is included in the current FY25 budget under Toytown Remediation Phase 1 (005583A).
