Recommended Action
Sitting as the Community Redevelopment Agency, approve the Fiscal Year (FY) 2027 Lealman Community Redevelopment Area (CRA) Work Plan.
• The proposed Work Plan for the CRA Trust Fund appropriates $18,320,850.00 of Tax Increment Financing for all projects and programs in FY27.
• The Lealman CRA Advisory Committee reviewed and supported the proposed budget priorities discussed with them on 2/25/26 and 5/27/26.
• Changes to proposed FY27 Work Plan since the Budget Information Session:
o Increase to Ray Neri Park Improvements by $83,850 due to the taxable values being higher than projected.
o Earmark funds of $1.764M for grant to harden the LEX Gym.
o Net reduction of $1,552,850.00 to Joe’s Creek Industrial Park Infrastructure due to moving funds towards LEX Gym hardening grant match.

As a best management practice to implement the Lealman CRA Plan, the annual Work Plan is created and reviewed in coordination with the Lealman CRA Advisory Committee to be presented to the Agency each year for approval. The Lealman CRA Advisory Committee discussed the budget priorities and the projects at their February 25 meeting with a budget update on May 27. The committee generally supports the budget priorities the workplan is funding. The federal grant to harden the Lealman Exchange Gymnasium was discussed at the July 22 meeting with a vote of support from the committee.
The FY27 Work Plan associated with this agenda item conforms to the goals and objectives contained within the Lealman CRA Plan and thereby the associated statutory requirements for CRA’s as outlined in Chapter 163, Part III, of the Florida Statutes, and is presented here to the Agency for approval.

Background Information:
In July 2015, via Resolution 15-62, the Board of County Commissioners (Board) made a positive finding of blighted conditions and established the Lealman Community Redevelopment Area (CRA), directed staff to create a redevelopment plan for the CRA. Also in July 2015, via Ordinance 15-29, the Board established the Agency and appointed itself as its governing body. The Board established the Lealman Community Redevelopment Area Advisory Committee via Resolution 15-70 to assist staff in drafting the redevelopment plan and to advise on its implementation, and on June 7, 2016, the Board approved the Lealman CRA Plan via Resolution 16-40, which was later amended by the adoption of Resolution Nos. 17-36 and 19-11. On March 12, 2019, the Board adopted resolution 19-10, which grants the County Administrator the authority to approve and execute certain contracts, documents, and instruments on behalf of the Agency pursuant to the powers enumerated in Section 163.370 of the Florida Statutes.
Fiscal Impact:
An appropriation of $18,320,850 for all projects and programs identified on the FY27 Lealman CRA Work Plan equals the proposed budget for the Lealman Community Redevelopment Area Trust Fund utilizing a combination of the Countywide and the Municipal Services Taxing Unit Tax Increment Financing revenues.
