Recommended Action

Approval of the Joint Project Agreement with the City of Pinellas Park (City) for drainage and roadway design, post-design services, and construction of culvert replacement and channel improvements at 102nd Avenue North over the Cross Bayou Canal.

 

                     Existing City culverts will be replaced and/or realigned by culverts which can be navigated by non-motorized boats.

                     New culverts to meet County drainage criteria with navigational and flow capacity.

                     Partnering with the City is cost effective, time efficient, and provides the least disruption for adjacent properties.

 

County PID No. 004473A; Funds provided to the City will be in an amount not to exceed $470,452.85; Agreement is for a two-year period from notice to proceed. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The City will be constructing roadway and culvert improvements on 102nd Avenue North at its Public Works Facility. The roadway in this area crosses Cross Bayou Canal.

As part of the improvements, the existing culverts will be re-sized to allow passage of non-motorized boats while meeting County drainage criteria. The existing culverts within the Canal, which is maintained by the County, will be removed and replaced with culverts that may be navigated by small non-motorized boats in conjunction with the City proposed roadway and culvert replacement.

Construction:

                     Construction costs are estimated at $800,000.00. The County will pay fifty percent (50%) of the anticipated $800,000.00, which is $400,000.00.


                     City must seek approval by the County for any cost overrun above the total construction estimate of $800,000.00.  Furthermore, as part of the JPA, an amendment to the Agreement is required if the County’s share of the construction costs exceed $700,00.00.

Engineering Services:

                     The County will pay an amount not to exceed of $62,952.85 for engineering design and $7,500.00 for construction post design services. Therefore, the County will be responsible for paying engineering costs up to $70,452.85 for design and post design services.

The total not to exceed amount provided to the City by the County for construction, design and post design services is $470,452.85.

Background Information:

The Cross Bayou Canal is a 6.2-mile-long canal constructed in 1916 to drain land for agricultural production and to transport products to Port Largo for shipment. The Cross Bayou Canal is the only waterway that links to both Boca Ciega Bay and Old Tampa Bay.  The Cross Bayou Canal will be a significant addition to the County’s Blueway program once the appropriate structural improvements are constructed.  The City currently maintains and will continue to maintain a kayak launch in the Cross Bayou Canal.

 

Fiscal Impact:

The County will pay an amount not to exceed of $62,952.85 for engineering design, $7,500.00 for construction post design services and up to $700,000.00 for construction costs, for a total not to exceed amount of $470,452.85.

Funding for the County responsibility for this project is derived from the Local Infrastructure Sales Tax (Penny for Pinellas): Flood Control Project Program. The budget for this project (004473A) is included in project 003800A Flood Prevention Program as part of the FY20-25 Capital Improvement Plan.

Recurring operation and/or maintenance cost is expected to be minimal or not applicable.
