Approval of Change Order No. 1 to Gator Dredging Inc. for the Grand Canal Maintenance Dredging project; PID No. 004607A.

 

                     This Change Order is being undertaken to renourish Pass-a-Grille beach to help protect infrastructure, provide habitat for nesting turtles and birds, and ensure continued beach recreational opportunities for residents and visitors.

                     The Change Order will increase the contract in the amount of $4,484,150.00 for a revised not-to-exceed of $5,878,451.00. This increase provides sufficient funding for additional scope for the nourishment of the entirety of Pass-a-Grille beach, approximately one mile (estimated at an additional 138,000 cubic yards over current contract) and significant cost savings as contractor is mobilized.

                     This Change Order is to be presented as a companion item to the May 21st Budget Amendment.

                     Construction is expected to begin and be completed in Fiscal Year (FY) 2024.

                     Long Key-Pass a Grille Nourishment 2022 is budgeted in the FY24-29 Capital Improvement Program plan funded by Tourist Development Tax and a Florida Department of Environmental Protection grant.

                     The FY24 budget is $2,122,000.00. A budget amendment to realign $3,389,000.00 from Reserves - Future Years to Long Key-Pass a Grille Nourishment 2022 will be presented to the BCC on May 21st, 2024 (Granicus Item 24-0752A), resulting in an FY24 budget of $5,511,000.00 if approved.

 

Contract No. 23-1177-ITB-C increase in the amount by $4,484,150.00 for a revised not-to-exceed total of $5,878,451.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This Change Order is being undertaken to renourish the entire one (1) mile of Pass-a-Grille beach. Benefits of conducting this project now include earlier protection of infrastructure and habitat, reduced environmental impacts, continued recreational use, compliance with state and federal permitting requirements, and significant cost savings.

Background Information:

On January 16, 2024, the Board of County Commissioners approved this contract in the amount of $1,394,301.00, with all work to be completed within 120 days from the notice to proceed.

The proposed Grand Canal Dredge template was aligned based on recent bathymetry and seagrass beds aiming to provide continuous navigation connecting Grand Canal with Pass-A-Grille Federal Navigation Channel while avoiding impacts to seagrass. The Grand Canal Dredge Channel will be maintained to -11.5 ft NAVD with a one (1) ft over dredge allowance to -12.5 ft NAVD. The 150-ft wide channel plus 1:3 side slopes cover 15.5 acres and contains approximately 13,000 cubic yards within the channel template. The dredged material will be placed on Pass-a-Grille beach, within the permitted beach template.

Storm events over the last several years, including Hurricane Nicole, Idalia, and others, have exacerbated beach erosion on the already critically eroded Pass-a-Grille beach. The beach was scheduled for nourishment by the US Army Corps of Engineers (USACE) in 2023/2024, but project has been paused indefinitely due to easement issues and we do not anticipate USACE resuming this project in the near future. Pinellas County will need to conduct its own nourishment project to help protect infrastructure, provide habitat for nesting turtles and birds, and ensure continued beach recreational opportunities for residents and tourists.
