Approval of the Agreement with Ignyte Group, Inc. for the development, implementation, and support of the Mental and Behavioral health Coordinated Access Model (CAM) platform utilizing the County’s existing Appian environment.
• This agreement provides for the design, configuration, implementation, and support of CAM technology platform to improve access to mental and behavioral health services across Pinellas County.
• The not-to-exceed amount of $1,321,819.93 includes a 10% contingency set aside to be used if additional needs arise during project development.
• Funding for the contract will be entirely from City/County Opioid Abatement settlement funds. These funds are accounted for in their own special revenue fund, separate from the general fund.
• Funding is a one-time investment for implementation costs only. Annual licensing costs for the platform are approximately $30,000 going forward which is a significant cost reduction from the current vendor.
• Funding for this agreement is included in the Fiscal Year 2026 Adopted Budget for Human Services within the Opioid Fund. Funding for future years is dependent on approval in the annual County Operating Budget.
Contract No. 24-0552-RFQ in the not-to-exceed amount of $1,321,819.93 for a period of approximately eight months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This Agreement provides for the design, configuration, implementation, and support of a Coordinated Access Model (CAM) technology platform to improve access to mental and behavioral health services across Pinellas County. The solution will be developed on the County's existing Appian platform and will leverage the current HS Connect application infrastructure.
The CAM platform will provide a centralized system to support intake, screening, referral management, provider matching, scheduling, appointment tracking, and reporting for behavioral health services. Key capabilities include:
* Community Partner Portal for submitting and tracking referrals.
* Provider Portal for appointment management and outcome reporting.
* Case management tools for County staff to conduct screenings, manage referrals, and coordinate services.
* Automated provider matching based on level of care, insurance, availability, and client preferences.
* Appointment scheduling and reminder notifications.
* Performance dashboards and reporting capabilities.
* Enhanced security controls and HIPPA-compliant data management.
