Approval of the award of the bid to Preferred Materials, Inc. for Fiscal Year (FY) 2027 Pavement Preservation - Package 1.

 

                     The proposed FY27 Pavement Preservation Package 1 contract consists of milling and resurfacing, pavement marking, detector loops, and traffic control required to complete the following four projects:

o                     Project A-PID 006778A- Belcher Road - Belleair Road to East Bay Drive Resurfacing (Clearwater)

o                     Project B-PID 007031A - Keene Road - Gulf -To-Bay to Belleair Road Resurfacing (Clearwater)

o                     Project C-PID 006768A - Local Group 213 Resurfacing (Clearwater)

o                     Project D-PID 006771A- Local Group 216 Resurfacing (Palm Harbor)

                     Four bids were received with an award recommendation to the lowest responsive and responsible bidder, Preferred Materials, Inc. for $5,749,213.43, which was 18.90% under the engineer’s estimate of $7,088,662.05.

                     The Small Business Enterprise commitment is 7% for this contract.

                     All work will be completed within 210 consecutive calendar days.

                     The County Engineer of Record has reviewed the bid and provided concurrence of award recommendation. It is recommended that the contract be awarded to Preferred Materials Inc. for $5,749,213.43.

                     Funding for this agreement is included in the Proposed Capital Improvement Plan, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A funded by the Penny for Pinellas and the Transportation Millage Capital Resurfacing Program Project 005700A funded by the Transportation Millage.

 

Contract No. 26-0361-ITB-C, for $5,749,213.43, with all work to be completed within 210 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

On June 3, 2026, the Purchasing Division, on behalf of the Public Works Department, advertised an invitation to bid. Four (4) bids were received, with an award recommendation to Preferred Materials for $5,749,213.43 as the lowest responsive and responsible bidder.  This bid was opened on July 28, 2026, and the department recommendation to award the contract was received on August 11, 2026.

As part of the Annual Pavement Preservation Program, multi-year work order contracts have regularly been used to complete the large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County. However, this contract is a design-bid-build contract for specific projects with a much shorter duration to help ensure the five included projects will be completed in a timely fashion as part of the FY2026 paving program. These projects were identified primarily by their low Pavement Condition Index (PCI) numbers, which is the most definitive metric used to determine the annual pavement preservation program. Successful completion of these projects will help increase the average countywide PCI
number and improve pavement quality and rideability within these communities.

 

Fiscal Impact:

Funding for this agreement, is included in the Capital Improvement Plan, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A funded by the Penny for Pinellas and the Transportation Millage Capital Resurfacing Program Project 005700A funded by the Transportation Millage.

 

In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
