Recommended Action:

Recommended Action

Approval by the County Administrator of the Civil Rights Evaluation Tool for submittal to the United States Department of Homeland Security (DHS) Office for Civil Rights and Civil Liberties.

 

                     County is required to complete the Civil Rights Evaluation Tool to continue receiving federal funding for the BioWatch monitoring program.

                     The Civil Rights Evaluation Tool must be submitted every two years if an award is active.

                     The Tool clarifies the civil rights obligations and related reporting requirements contained in the DHS Standard Terms and Conditions.

                     No signatures are required.

Summary:

The County is required to complete the Civil Rights Evaluation Tool to continue receiving federal funding for the BioWatch monitoring program. After the initial submission, recipients are required to complete the Tool once every two (2) years if they have an active award, not every time an award is made. This Tool, while active, can be applied to all County departments who receive federal funding from the DHS.

 

Background/Explanation:

The BioWatch monitoring program has been ongoing since March 2003. The Program monitors for speciated aerosol agents in accordance with DHS requirements and standards. This Program is subject to certain information security restrictions per DHS. All information is considered “Sensitive but Unclassified”, “For Official Use Only”, and is not for public disclosure.

Delegated Authority:

Authority for the County Administrator to approve this Civil Rights Evaluation Tool is granted under Code Section 2-62 (a)(1).
