Recommended Action
Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve the amendments to the Bylaws of the EMS Advisory Council (EMSAC) as noted in the Staff Report and attached document.

Summary:
The EMS Advisory Council recommends that the EMS Authority approve the amendment of the EMSAC Bylaws as indicated by the attached letter of support. At their annual meeting, on March 16, 2017, the Council thoroughly reviewed and discussed the membership needs of the council and unanimously passed the proposed changes to the bylaws.
EMSAC is recommending the following:
- Align seven (7) citizen positions with county commission districts to ensure balanced, geographical spacing of our citizen representatives; and
- Exchange one citizen position to allow the addition of a representative from the National Alliance on Mental Illness to represent the mental health community; and
- Update the EMS Coordinator position to be nominated by the Pinellas County Fire Chiefs’ Association; and
- Clarify term limits for EMSAC Officers.
Background Information:
The EMS Advisory Council was created by Pinellas County Code, Section 54-30. It is the responsibility of this council to evaluate the county's emergency medical services system from a qualitative point of view, to review the operation of EMS on a countywide basis, to review and evaluate studies commissioned by the Authority, and to make such recommendations as may be necessary to the Authority on needs, problems and opportunities relating to emergency medical services.

The Council’s membership is comprised of citizen representatives and officials representing the Mayors’ Council, the City of Clearwater Fire & Rescue, the City of St. Petersburg Fire & Rescue, the Pinellas County Fire Chiefs’ Association, EMS Coordinators, Sunstar Paramedics, the Pinellas County Sheriff’s Office, St. Petersburg College, the Pinellas County Health Department, the Emergency Nurses’ Association, the Pinellas County Medical Association, the Pinellas County Osteopathic Medical Society and the Independent Fire Districts.
