Approval of the Countywide janitorial services agreement with the top three ranked firms: American Janitorial, Inc., D&A Building Services, Inc., and Xtremely Clean Janitorial Services, LLC.
• These agreements will provide janitorial services to multiple locations throughout the County that are managed by the Construction and Property Management (CPM) Department.
• Twenty-eight proposals were received with award recommendation to the top three ranked firms for redundancy and service level improvement: American Janitorial, Inc., D&A Building Services, Inc., and Xtremely Clean Janitorial Services, LLC.
• Funding for these agreements is included in next year’s Proposed Operating Budget (Fiscal Year (FY) 2027) for CPM within the General Fund. Funding for FY27 and future years is dependent on the adoption of the annual County Operating Budget.
Contract No. 26-0234-RFP in the total not-to-exceed amount of $12,193,354.58, effective for thirty-six months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract provides janitorial services to multiple locations throughout the County that are managed by the Construction and Property Management Department. This Contract replaces the current janitorial Contract which expires on September 30, 2026. Award of this Contract allows for services to be transitioned uninterrupted to the new vendors.

Background Information:
A Request for Proposal (RFP) was released on February 13, 2026, resulting in twenty-eight (28) responsive proposals. An evaluation meeting commenced on April 7, 2026, with the committee recommending award to American Janitorial, Inc., D&A Building Services, Inc., and Xtremely Clean Janitorial Services, LLC as the highest ranked firms. Negotiations of final contracts were completed on May 15, 2026.

Total estimated expenditure not-to-exceed amount of $12,193,354.58
