Approval of First Amendment and execution by the County Administrator with DRC Emergency Services, LLC (DRC) to the disaster debris collection and removal services (Debris) contract for biological hazard services related to red tide.

Contract no. 156-0491-P(JA) in the amount of $1,300,748.70 required for red tide debris collection.  The master contract does not have an award amount associated with it as it was established as a contingent emergency contract

Summary:

This action adds personnel, equipment, and tasks related (pay items) to emergency debris collection services for red tide related debris clean up to the current competitively sourced debris removal contract.  As public safety is at stake, this request seeks approval by the County Administrator as an emergency as DRC will be activated prior to Board approval of the Amendment adding pay items. 

Staff will seek Board ratification of this Amendment adding pay items at a later date.  The County Administrator has authority per County Code to procure services in an emergency situation.

 

Background/Explanation:

In August 2018, the Governor issued Executive Order 18-221 declaring a state of emergency due to impacts of red tide in Collier, Lee, Charlotte, Sarasota, Manatee, Hillsborough, and Pinellas counties.  The County is currently reporting very low to medium concentrations of red tide in the southern half of the county.  Dead fish have washed onshore in Redington Beach, St. Pete Beach, and Ft. De Soto. Based on the best available information, red tide may cause significant impacts to the County and therefore securing contractual services to remove and dispose of red tide related debris should an event occur is a prudent action.

The County Administrator approved the award of the Debris contract on August 7, 2017 with seven (7) firms.  Ratification of the County Administrator’s approval was approved on October 13, 2017. 

The Public Works Department recommended staff proceed with DRC after seeking fees from other firms.  DRC fees were lower in most pay items.

The Board has a recommendation at the September 13, 2018 meeting to approve the grant funding agreement with the Florida Department of Environment Protection for red tide management.

Estimated expenditure not to exceed:  $1,300,748.70

 

100% funded by the Florida Department of Environmental Protection.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this amendment as an emergency purchase is granted under Section 2-181(1) .
