Approve the award of bid to Walbridge Aldinger LLC (Walbridge) for the Terminal Improvements - Phase 3, Gates 7-10 Addition project at the St. Pete-Clearwater International Airport (PIE).
Bid No. 178-0135-CP(PF); PID No. 001544A; in the amount of $8,458,000.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within 220 consecutive calendar days, from the Notice to Proceed for a construction completion date in October 2018. Chairman to sign and Clerk of the Court to attest.

Summary:
This project is a continuation of a previous project that will eventually add approximately 12,000 square feet of passenger hold room capacity to the Gate 7-10 area when completed. This area is needed to provide the additional seating capacity (approximately 750 seats) for PIE’s continued growth. Additional project elements are rehabilitation to restrooms in baggage claim and second floor restrooms at the west and east sides of the terminal; new restrooms in Gate 7-10 area; upgrades to the passenger security checkpoints to meet current and future capacity demands; new chiller; and additional area for concessions.
Background Information:
This contract was originally awarded by the Board of County Commissioners (Board) on March 15, 2016 to The Artec Group (Artec) in the amount of $8,932,979.00. Subsequently, the Board terminated the contract on October 31, 2017 for breach of contract. The remaining work associated with this project was solicited to 44 County pre-qualified contractors resulting in one (1) response.
The contract with Walbridge is for $8,458,000. The cost to complete the project will be paid using Passenger Facility Charges.
Fiscal Impact:
Total expenditure not to exceed $8,458,000.00.
Funding for this project is derived from Passenger Facility Charges and expenditures will be offset by recoveries received in the pending litigation against Artec.
