Amend Board of County Commissioners (BCC) Resolution No. 11-78, as amended by resolution 14-94, as follows:
SECTION 1. YOUTH ADVISORY COMMITTEE
(b) Membership. The Board of County Commissioners will appoint members to serve terms that begin on the date of appointment and are effective until the following year’s appointments are made to the Committee.

Increasing the length of terms of appointment for YAC members will allow students to learn more about the operations of Pinellas County government. It has long since been a hope that the Committee will instill interest in County employment with area youth at a young age.

Expansion of the terms of appointment for YAC members allows members to continue their quest to become educated in the operations of County government and its partner agencies. Because an area of the Committee’s focus is learning about public safety and law enforcement, increased opportunities for youth education will help create community ambassadors from within the YAC membership who can help educate their peers.

5.1 Maximize partner relationships and public outreach
Through their membership in YAC, Pinellas youth have the opportunity to promote the youth perspective on community needs and government operations. Increasing their appointment length allows them to continue representing the County’s youth throughout the year as they engage in service projects and civic leadership.

Summary
The proposed amendment clarifies language to allow Youth Advisory Committee appointees to continue serving on the Committee past the conclusion of the school year. It changes term appointments from school-year based to full-year appointments. The proposed year-long term will begin the day of appointment by the Board of County Commissioners and expires (or re-news, if a member is being re-appointed) upon the following annual Committee appointments (by the BCC). Upon adoption of this resolution, the Committee intends to alter its bylaws to conform.

Background Information:
The Pinellas County Youth Advisory Committee (YAC) was established in 2001 (Resolution No. 01-356). YAC’s purpose is to provide Pinellas high school age youth with a forum to learn about local government, advise the Commission on youth perspectives, and engage in civic activity and projects that benefit the community. Initially, the Committee was capped at 35 members, and prospective appointees came from a variety of sources (BCC, area youth councils, the library cooperative, various community organizations and agencies, etc.).
The Committee was re-established in 2011 (Resolution No. 11-78) and its organization and composition altered. YAC membership was capped at 15 appointees, with all of those derived from approval by the BCC.
Since the re-establishment of the Committee, Resolution No. 11-78 has been amended once in 2014 (Resolution No. 14-94). This amendment increased membership capacity from 15 to 25 students. In 2019, the Commissioners chose to waive the 25-member cap and appoint all 32 applicants to YAC. Since the number of applicants will continue to vary from year to year, it is suggested that the current cap of 25 appointees remain in place; Commissioners can use their discretion as to waive that ceiling based on applicant volume.
