Recommended Action

Approval and execution by the County Administrator of Change Order No. 1 (final) with Wharton-Smith, Inc. for the Logan Pump Station Modification Project.

Contract No. 156-0118-CP (RW); PID No. 000740A/000740A; reducing the contract in the amount of ($95,236.57) for a revised total amount of $4,742,763.43.

Body

Strategic Plan:

Practice Superior Environmental Stewardship
3.3 Protect and improve the quality of our water, air and other natural resources

Foster Continual Economic Growth and Vitality
4.4 Invest in infrastructure to meet current and future needs

Deliver First Class Services to the Public and Our Customers
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

Change Order No. 1 (final) decreases the Board of County Commissioners’ (Board) approved expenditure by ($95,236.57), accepts the contract as complete, releases retainage, and authorizes the final payment. The decrease in expenditure is due to the difference between the preliminary estimated quantities and the final quantities, resulting in a net total decrease of ($95,236.57). Substantial completion was achieved on September 28, 2017; final completion was accepted on January 12, 2018.

The agreement term is extended by fifty-five (55) consecutive calendar days as part of this change order. The increase in time was necessary due to time the contractor lost coordinating with Duke Energy following the aftermath of Hurricane Irma.

Background/Explanation:

The purpose of this project is to reconstruct the Logan Pump Station mechanical pumping system. The current pumps are past their useful life and water demand projections have changed system pressures.

Fiscal Impact:

Original agreement amount not to exceed:                     $ 4,838,000.00

Decrease due to Change Order No. 1 (final):     $    (95,236.57)

Final revised agreement amount:                       $ 4,742,763.43

Funding for this project was derived from the Utilities Department Water Enterprise Fund.

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is
