Approval by the County Administrator of agreement with Waycare Technologies, Inc. (Waycare) for software improvements, maintenance, and support of the artificial intelligence (AI) traffic safety and congestion management software program.
• This AI software program utilizes integration with dynamic message board bling messages, predictive analysis to identify near term dangerous road segments at a high risk of traffic incidents, and connected vehicle data to determine and identify ‘near-crash’ events to further improve traffic safety and traffic flow in the County.
• Waycare Technologies, Inc. is the developer and owner of the platform, services, and products utilized in this Advanced Traffic Management System (ATMS) initiative.
• This agreement is for a thirty-six (36) month term in the amount of $448,455.00, effective until June 19, 2024.
• This agreement replaces current Contract 189-0290-SS(GM).
Contract No. 21-0598-N(GM) in the amount of $448,455.00 for thirty-six (36) months with an annual average expenditure of $149,485.00, effective through June 19, 2024.Body

4.5 Provide safe and effective transportation systems to support the efficient flow of motorists, commerce, and regional connectivity
Summary:
This agreement is for a thirty-six (36) month term to provide for continued software improvements, maintenance, and support for the Waycare predictive analytics software platform. Software enhancements include automated AI-driven incident identification, predictive analytics for proactive traffic safety and congestion countermeasures, automated irregular congestion algorithm using external in-vehicle data, dynamic travel analysis for improved travel time reliability, intersection performance and Waze traffic data.
Background/Explanation:
In an effort to improve the County’s ATMS program, this program was established in 2019 with Waycare Technologies, Inc. The program consisted of the implementation of the Waycare predictive AI software technology, featuring: integration of dynamic message board bling messages directly from the software, predictive analysis to identify near term dangerous road segments at a high risk of traffic incidents, information transfer from connected vehicle data to determine and identify “near-crash” events from contextual driving behavior data and incorporating the County’s fleet automatic vehicle location data.
This project was approved by the County Administrator on June 19, 2019 to improve the traffic safety and congestion management program, and to provide predictive analytics on major arterial roadways within the County. Waycare is the developer and owner of Waycare platform services and products and has been the primary source of information for incident management since implementation.
