Approval and execution by the County Administrator of the Project Completion Certification Letter and Tangible Personal Property Report, as required by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) for closeout of the FY2018 Capital Assistance for Hurricane Response and Recovery Efforts (CARE) construction grant for the Bayside Health Clinic.

 

● The FY2018 HRSA CARE grant was awarded in the amount of $129,025.00 for the period of performance starting September 1, 2018 through February 28, 2021.

 

Funding was made available to support minor alteration/renovation and/or equipment costs to assist health centers with their disaster response and recovery activities.

 

● The completed project installed an upsized generator solution to provide full electric power at the Bayside Clinic during future power outages with a protective hurricane rated housing to protect from storm damage.

Summary:

The grantee, Pinellas County Board of County Commissioners, is required to submit documentation for the approved project certifying that the project has been completed, in accordance with the previously provided certified documents and in accordance with all mandatory requirements imposed on Federally-assisted projects, by specific laws enacted by Congress, Presidential Executive Orders, or Departmental Policy, as well as all applicable program standards, State codes, and local codes and ordinances.

The generator replacement project at the Bayside Health Clinic was completed by GEC Associates, Inc. on December 31, 2020. The permit inspection reports have been approved.  The date of Substantial Completion for all contractors was February 25, 2021.

 

The final grant closeout is due to HRSA on May 31st, 2021.

 

Background/Explanation:

In 2018, Pinellas County was awarded the CARE grant for two alteration/renovation projects at the HRSA approved clinic site located at 14808 49th Street North, Clearwater, Florida. The Pinellas County Board of County Commission and Co-Applicant Board sought permission from HRSA to change the originally proposed alteration/renovation project to an alternate project after further architectural review deemed the projects to be redundant (hurricane shutters) and cost prohibitive (enclosure for existing emergency generator). An alternative A/R project was proposed and approved in late 2018/early 2019 to protect the rooftop equipment from weather related flying debris in the event of a tropical/weather related event. The project scope included the installation of a protective enclosure around the rooftop mechanical equipment designed to protect the equipment from flying missile debris. The steel frame for the enclosure will be secured to the building’s steel roof structure through penetrations in the roof membrane and insulation. Due to the cost and productivity loss for clinic patients, the health center’s board determined this would no longer be a viable project.

 

In October 2019, after further research, the Real Estate Management team at the County proposed a third A/R option for the clinic’s recovery efforts. The small generator initially installed at the health center was designed for use during a brief and temporary emergency (e.g., power failure from routine storm) where, for example, staff may need to complete a dental procedure in process.  The proposed project to replace the original generator with a full-sized 77kW, @ 0.8 PF, 60 Hz, 3 Phase, UL 2200, 120/208 Volt generator with protective hurricane rated housing was approved by HRSA on February 18, 2020. The new generator is upsized to handle all loads in the building, providing the Clinic with full electric power during loss of utility power.
