• The contract provides laboratory testing services to support operations for the Utilities Department and, to a lesser degree, the Solid Waste Department.
• Two firms submitted proposals with both firms recommended for award.
• This request is budgeted for in the Fiscal Year 2025 Budget of Solid Waste and Pinellas County Utilities in the Solid Waste Revenue and Operating Fund, the Water Revenue and Operating Fund, and the Sewer Revenue and Operating Fund.
Contract No. 24-0687-RFP for a thirty-six-month term total of $882,447.25; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

These contracts provide laboratory testing services to support operations for the Utilities and Solid Waste departments. The contractors will provide all labor, equipment, analytical instrumentation, supplies, materials, and incidentals for testing.

Background Information:
On August 7, 2024, the Purchasing Division, on behalf of the Utilities Department, released a request for proposal for the above services, resulting in two (2) responsive proposals. Final negotiations of the contract were completed on January 27, 2025.
The firms, in order of ranking, are attached to the ranking spreadsheet.
Fiscal Impact:
Eurofins estimated thirty-six-month expenditure not to exceed: $419,092.25
AEL estimated thirty-six-month expenditure not to exceed: $463,355.00
Award total not to exceed $882,447.25
This request is budgeted for in the FY25 Budget of Solid Waste and Pinellas County Utilities in the Solid Waste Revenue and Operating Fund, Water Revenue and Operating Fund, and Sewer Revenue and Operating Fund.
