Approval of the ranking of firms and execution of an agreement with CMS Crawford Maintenance Services, LLC (Crawford) for requirements of surface water maintenance services.

Contract No. 167-0385-P(LN); in the annual amount of $2,859,320.00 for a five (5) year term total of $14,296,600.00.  Chairman to sign and Clerk to attest.

Summary:

The purpose of this contract is to provide stormwater maintenance requirements.  Services include removal of accumulated sediment, clearing of exotic vegetation and debris from creeks, ditches, other open surface waters, erosion repairs, and bank stabilization.  This contract provides a conduit for the County to meet National Pollutant Discharge Elimination System (NPDES) permit requirements as well as other local and state requirements.

 

Background Information:

The Purchasing Department on behalf of the Public Works Department, released a request for proposal on June 1, 2017.  Two (2) submissions were received and evaluated on July 11, 2017.

The firms in order of ranking after scoring are attached on the ranking spreadsheet.

This agreement replaces a contract that expired on June 30, 2017; work against this contract is still being performed as many work orders were in place prior to contract expiration.    

The unit rates for 28 out of 45 items are lower than the prior contracted rates resulting in a 6% reduction in price.

 

Fiscal Impact:

Estimated annual expenditure not to exceed:                   $ 2,859,320.00

 

Estimated sixty (60) months expenditure not to exceed:  $14,296,600.00

 

Funding is derived from the Public Works Surface Water Assessment Fee and General Fund.
