Approval and execution by the County Administrator of the award of bid to First Class Coach Company Inc, GETZ Transport Solutions, LLC and Limosouth Inc. d/b/a Carey of Tampa for requirements of limousine, bus and taxi services for the Convention and Visitors Bureau (CVB).
• This contract provides for limousine, bus, and taxi services for the CVB.
• The bid process resulted in three (3) responsive bidders, with recommendation of award to LimoSouth, Inc. (LimoSouth), GETZ Transport solutions, LLC (Getz) and First Class Coach Company, Inc. (First Class) on the basis of the lowest responsive responsible bid per line-item meeting specifications.
• This is a sixty (60) month contract with a combined total not to exceed in the amount of $1,082,883.00 for sixty (60) months with an estimated annual expenditure of $216,576.60.
o LimoSouth - $583,767.25
o GETZ - $107,958.25
o First Class - $391,157.50
• These new agreements will replace contract no. 167-0481-B Limo, Bus & Taxi Services in the 2018 award amount of $2,392,910.00; the new agreement was scaled back as the tourism industry continues to rebound from the past four years.
• Funding for this contract is included in the Fiscal Year 2024 Adopted Budget.
Contract No. 23-0042-ITB in the total not to exceed amount of $1,082,883.00, effective for a period of sixty (60) months with an estimated annual expenditure of $216,576.60.

Summary:
This contract provides driver and ground transportation services for the CVB’s clients. This includes but is not limited to tour operators, travel agents, journalists, meeting planners, film producers and business executives, who are visiting to learn about the County through site visits and educational tours with an eye toward booking business in the destination. Under the direction and supervision of the CVB, the firms will provide all labor and vehicles to schedule, coordinate, and perform the required transportation.
Background/Explanation:
On June 23, 2023, the Purchasing Division, on behalf of the CVB, released an invitation to bid with the intent to establish a contract for limousine, bus, and taxi services.
The CVB was conservative in its estimate of transportation needs as the tourism industry continues to rebound; namely those that involve transporting meeting planners, travel agents, tour operators, sports promoters, film producers and media throughout the destination. All services will be utilized on a task order basis.
This contract replaces contract no. 167-0481-B.
Fiscal Impact:
LimoSouth not to exceed: $583,767.25
GETZ not to exceed: $107,958.25
First Class not to exceed: $391,157.50
Combined 60-month expenditure not to exceed: $1,082,883.00
Funding is derived from CVB’s operating budget.
