Approval of the Third Amendment to the agreement with Schindler Elevator Corporation (Schindler) for elevator and escalator maintenance and repair services.
• This agreement provides elevator and escalator maintenance and repair services at 36 County locations.
• This Third Amendment increases the contract in the amount of $469,095.00 to fund upgrades required on 33 elevators to comply with the American Society of Mechanical Engineers Safety Code for Existing Elevators and Escalators which was adopted by the State of Florida on January 1, 2021. This is an ongoing proactive effort to maintain reliability of elevator/escalator equipment throughout the County.
• This agreement was originally approved by the County Administrator on July 1, 2019, in the amount of $566,000.00 and remains in effect until April 30, 2024. A First Amendment was approved by the County Administrator on April 6, 2021, to increase the contract in the amount of $249,424.75 for a revised not to exceed of $815,424.75. A Second Amendment was approved by the County Administrator on March 6, 2023, to increase the contract in the amount of $50,000.00 for a revised not to exceed amount of $865,424.75. This amendment exceeds County Administrator delegated authority and is presented for Board consideration.
• Schindler is the only provider for these services as they manufacture the controllers that operate the elevators and escalators and use their own proprietary software in the controllers.
• This request is not budgeted for in Fiscal Year (FY) 2023 or 2024. Funding for the compliance requests will be submitted as a part of an upcoming budget amendment for FY23. Funding for this amendment is not available if the budget amendment is not approved.
Contract No. 189-0129-M increase in the amount of $469,095.00 for a revised contract amount of $1,334,519.75 with an estimated annual expenditure of $266,903.95; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This Agreement was originally approved by the County Administrator on July 1, 2019, in the amount of $566,000.00 and remains in effect until April 30, 2024. A First Amendment was approved by the County Administrator on April 6, 2021, to increase the contract in the amount of $249,424.75 for a revised not to exceed of $815,424.75. A Second amendment was approved by the County Administrator on March 6, 2023, to increase the contract in the amount of $50,000.00 for a revised not to exceed amount of $865,424.75.
Schindler has been the provider of preventative maintenance and repairs for County elevators and escalators since 2005. Schindler provides maintenance and repair services to more than thirty-six (36) County locations.
The maintenance program is the result of an ongoing engineering effort to maintain optimum reliability of the equipment as it ages and common problems are identified. Twenty-six (26) of the locations with Schindler elevators and escalators installed contain proprietary software in the controllers. Schindler is the original equipment manufacturer (OEM) of the controllers and is the only supplier who can provide the proper tooling to diagnose problems and continually provide software upgrades.

Estimated annual not-to-exceed: $266,903.95
The request is not fully budgeted for in FY23 or FY24. The Department of Administrative Services (DAS) anticipates requesting additional funding through a budget amendment in FY23. DAS is the primary user of this contract, however, funding will be derived from multiple Funds, Centers, Accounts, and Programs. Approval for the use of funds and whether budgetary conditions are met will need to be made on a department-by-department basis.
