Recommended Action

Approval and execution by the County Administrator of the Second Amendment with the State of Florida Department of Health for the operation of the Pinellas County Health Department (DOH).

                     This Amendment contains state and federal funding revisions and administrative changes requested by the State of Florida for the annual agreement. The Agreement and Amendments are state-generated annually to outline core services and funding allocations.

                     Services maintained by the Department of Health include environmental health services, communicable disease control, limited primary care services, and a school nurse program.

                     The Board of County Commissioners (Board) approved the current agreement with DOH on December 17, 2024, with DOH file 24-1709A.

                     The Agreement does not include the Healthcare for the Homeless Program and Pinellas County Health Program for low-income residents, which are funded under a separate health services agreement.

                     This Amendment has no fiscal impact on Pinellas County. The original Agreement includes a local contribution of $8,117,320.00. This funding is generated by the Countywide Health Department millage.

Summary:

This Amendment incorporates state and federal funding revisions and administrative changes requested by the State of Florida. These administrative changes do not impact the cost or duties of the County. Changes are described in detail in the Amendment from DOH and include the following:

a. Contract page 2: updated funding adjustment.

b. Attachment II Part I: updated drawdown and trust fund balances.
c. Attachment II Part II: updated funding sections.
d. Attachment II Part III: updated planned expenditures.

e. Attachment IV: updated facility square footage used by Health Department
f. Attachment V: updated with Special Projects current cash balances.
g. Attachment A: Schedule C Detail by Appropriation Category.
h. Attachment B: reconciling differences in Schedule C vs. Attachment II Part II.
i. Attachments D-O: DOH memos supporting the contract changes

 

Background/Explanation:

The Board approved the fiscal year 2025 (FY25) DOH Operations contract for County funding in the amount of $8,117,320.00 on December 17, 2024. The original agreement with DOH outlines the required coordination between the County and DOH for public health services pursuant to Florida Statute Chapter 154.

 

Fiscal Impact:

This Amendment provides no additional fiscal impact to the County. The original Agreement is an amount not to exceed $8,117,320.00. This funding is generated by a dedicated, countywide Health Department millage.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
