Approval of the Substance Abuse and Mental Health Services Administration grant award for the Pinellas County Adult Drug Court project with the Sixth Judicial Circuit and funding agreement with WestCare Gulfcoast-Florida, Inc. for the Pinellas County Adult Drug Court Expansion project.
• The award will expand critical capacity of the Pinellas Adult Drug Court to help address a targeted population with comorbid mental health and substance abuse needs.
• The project proposes to support outpatient drug treatment services for 295 offenders over the five-year period.
• The grant award is $400,000.00 per year over five years for a total of $2,000,000.00. No match is required.

Summary:
This grant seeks to reduce crime and substance abuse among high risk, high need offenders who have experienced trauma, are at-risk of opioid overdose and may also have a co-occurring mental illness. Over a five (5)-year period, Adult Drug Court will be able to expand capacity to serve 295 unduplicated drug-involved offenders through the grant funds.
Under the Funding Agreement with WestCare Gulfcoast-Florida, Inc., a multi-disciplinary treatment team comprised of substance use disorder counselors, a peer recovery coach, and a research assistant will ensure there is client focused care and rigorous data analysis for programming assessment.
Background Information:
Established in 2001, the Sixth Judicial Circuit’s Adult Drug Court of Pinellas County, Florida, assists nonviolent offenders achieve successful rehabilitation from the use of drugs and/or alcohol. The Sixth Judicial Circuit’s Adult Drug Court is in adherence with all ten (10) key components of drug courts as identified by the Bureau of Justice Assistance and Substance Abuse and Mental Health Services Administration.
Adult Drug Court practices involve integrating an array of substance abuse treatment services using evidence based protocol, ongoing judicial interaction, justice system case processing, and close coordination of system stakeholders. Since its inception, Adult Drug Court has used grants to serve populations that require more specific or expansive approaches to treatment and recidivism reduction.
Fiscal Impact:
The Grant will provide $2,000,000.00 over five years; $400,000.00 per year. There is no match requirement. WestCare’s five (5) year agreement is in the amount of; $1,819,425.00. The remaining $180,575.00 will be used by the Judiciary to fund a drug court case manager for program oversight.
This funding was not included in the FY19 Adopted Budget and a budget resolution will be submitted as needed. This grant has been incorporated into both the FY19 estimate and FY20 request as part of the FY20 budget development process.
