Approval of the Municipal Services Taxing Unit special projects funding request made by the East Lake Community Library (ELCL) for asphalt resurfacing of the existing parking and driveway areas.
• This project will allow the ELCL to rehabilitate the existing paved areas that were originally constructed when the library was built in the year 1999.
• Periodic repair measures have been taken over the years, including fixing cracks and potholes and seal coating.
• The current condition is generating patron complaints, and one attempted lawsuit.
• These conditions can only be addressed with complete milling and resurfacing.
• With proper maintenance, the new pavement will have a life expectancy of twenty years.
• The estimated cost of the project is approximately $30,000.00. The project funding request is $20,000.00. Any costs exceeding the maximum award will be paid for by the ELCL utilizing capital funds.

The East Lake Community Library (ELCL) is a non-profit organization which operates under the auspice of the Palm Harbor Community Services Agency Inc.
The East Lake Community Library is located along the East Lake corridor in Palm Harbor and serves a population of approximately 32,000 residents. The annual traffic count for ELCL in FY2024 was almost 80,000 visitors. The library was built in 1999 to provide an educational, cultural, recreational, and community center for the patrons in the East Lake Community. Their unique services, programs, and collections go far beyond traditional library basics and support the ELCL Mission Statement: "Strengthening our community through inspiration, enrichment, and education. "

Background Information:
The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.
Fiscal Impact:
The request for funding in the amount $20,000.00 is a one-time expenditure of MSTU Special Projects funds. Funding is appropriated and available in the FY25 Adopted Budget. All costs exceeding the maximum award will be paid for by ELCL, utilizing donations and/or capitalized expenditure funds set aside in their annual budget.
