Approval of the ranking of firms and agreement with GCU, LLC d/b/a Gulf Coast Underground, LLC for Find and Fix Gravity Sewer Rehabilitation - Professional Design-Build Services.

 

                     This contract is for Find and Fix Gravity Sewer Rehabilitation - Professional Design-Build Services.

                     Two firms submitted proposals and were evaluated with a recommendation to award to the top ranked firm GCU, LLC d/b/a Gulf Coast Underground, LLC, in the amount of $4,954,893.00 in accordance with the Consultant Competitive Negotiation Act, per Florida Statute 287.055.

                     Phase I of this agreement will be effective for two hundred seventy days upon issuance of a Notice to Proceed from the County. Phase I will consist of the planning, investigation, and assessment to be used in the development of a technical memorandum, design, and development of the Guaranteed Maximum Price (GMP) for construction.

                     The Phase II GMP amendment will return to the Board of County Commissioners for approval of construction phase services.

                     Five certified Small Business Enterprise (SBE) sub-consultants are included in the award to GCU, LLC d/b/a Gulf Coast Underground, LLC for total SBE fees in the amount of $629,000.00, or approximately 12% commitment of the total award.

                     Funding is available under Find-and-Fix Pipe Lining and Private Sewer Lateral Improvements Project 005225A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund and Future Financing in the amount of $28,174,000.00. Total available funding is the amount of the full project allocation as represented in the approved budget. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

 

Contract No. 24-0085-RFP-DB in the total not to exceed amount of $4,954,893.00, effective for two hundred and seventy days from the Notice to Proceed for Phase I services; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

Pinellas County Utilities (Owner) is implementing a Find and Fix program to remediate critical portions of excess Inflow and Infiltration (I&I) as part of the Capital Improvement Program (CIP). The South County I&I Remediation for Priority Areas in the South County Zones, Zones 6, 9B, 9C, 10, 12, 14, and 15 (the Project) are listed as priority zones and will be delivered under this Progressive Design Build (PDB).  Work in zones 1, 2, 3, 4, 5, 7, 8, 9A, 11, 13, 16 could be completed under this PDB agreement. The Design Criteria Package (DCP) included as Exhibit J includes objectives and criteria for accomplishing the work contemplated by this scope. Figure 1.1 of the DCP shows the South County Zones and the Priority Areas included as part of the project. I&I studies and area evaluations have been completed and used to develop the design criteria for the Project’s various components. These reports, as well as other information are included in Appendices to the DCP.

This Project consists of the condition assessment, planning, design, and construction of gravity sewer rehabilitation within the priority areas. Specifically, the work will be performed in two phases. The first phase will consist of the planning, investigation, and assessment, to be used in the development of a technical memorandum and development of the GMP. The second phase will consist of the final 100% design, Issued for Construction (IFC) Documents, and the construction of the Project. Once the Phase 1 GMP is approved and notice to proceed is provided by the Owner, the final design will proceed to conformed documents and then the Contractor will perform and certify the work in accordance with the Design Build Agreement.

Background Information:

The main purpose of this project is to eliminate infiltration and inflow in the sewer mains located within the public right of way and the infiltration and inflow entering the public system from private sewer laterals adjacent to the public system. The private sewer laterals will be addressed with individual agreements for each private lateral owner. The work to be done on private sewer laterals will include inspection and rehabilitation or replacement all to be done with the permission of the private property owner. This work only includes single private sewer laterals and not more complex private sewer systems.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

 

Fiscal Impact:

Funding is available under Find-and-Fix Pipe Lining and Private Sewer Lateral Improvements Project 005225A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund and Future Financing in the amount of $28,174,000.

 

Funding in FY25 for design is $5,000,000.00. Funding for construction beyond FY25 is funded by Future Financing. Approval of a Guaranteed Maximum Price and a construction agreement will require bonding, other additional revenues, or reprioritization in the Sewer Renewal and Replacement Fund.
