Approval and signature by the County Administrator of Amendment No. 2 to Grant Agreement 23PI1 with the Florida Department of Environmental Protection (FDEP) for the Pinellas County Shore Protection Project at Long Key/Upham Beach.

 

                     Amendment replaces Attachment 2-A, Revised Special Terms and Conditions, with Attachment 2-B.

                     Amendment replaces Attachment 3-A, Revised Grant Work Plan, with Attachment 3-B.

                     Attachment 3-B deletes Task 2 Monitoring funds of $25,000.00 and moves this amount to Task 1 Construction.  

                     Amendment provides a time extension for twelve (12) months through December 31, 2027.

Summary:

Amendment No. 2 to Grant Agreement 23PI1 is for the Long Key/Upham Beach segment of the County Shore Protection Project.  The project was put on hold by the Army Corps of Engineers (USACE) due to easement issues. The Long Key/Upham Beach project is approximately 0.45 miles of shoreline. Amendment 2 includes removal of the Revised Grant Work Plan Task 2 Monitoring funds in the amount of $25,000.00, which is moved to Task 1 Construction and extends the Agreement by 12 months.

 

Background/Explanation:

This is the ninth nourishment of Upham Beach, the last completed in 2019. The initial project occurred in 1980 and the most recent cycle prior to the 2019 nourishment, which was completed by the USACE in 2014. Since 2014, Tropical Storm Hermine and Hurricane Irma have contributed to significant erosion of the Beach. The Long Key/Upham Beach segment of the Pinellas County Shore Protection project, together with the Treasure Island segment, was recently authorized as a project for an additional fifty (50) years. This project was constructed by the County without USACE support.
