Approval of the award of bid to Hubbard Construction Company for Fiscal Year (FY) 2025 Pavement Preservation - Package 4.
• The proposed FY25-Pavement Preservation Package 4 contract consists of milling and resurfacing, pavement marking, detector loops and traffic control required to complete the following four projects:
o Project A-PID 006194A- Belcher Road - Nebraska Avenue to Klosterman Road Resurfacing (Palm Harbor)
o Project B-PID 006777A - 49th Street North - 5th Avenue North to 38th Avenue North Resurfacing (St. Pete)
o Project C-PID 005657A - Eagle Lane and Birdie Lane Resurfacing (Dunedin)
o Project D-PID 006775A-Local Group 210 Resurfacing (Lealman)
• Four responsive bids were submitted. The low bid of $5,178,471.56 received from Hubbard Construction Company was 12.66% under the Engineer’s Estimate of $5,929,430.64.
• The Small Business Enterprise commitment is 7% for this contract.
• All work will be completed within 210 consecutive calendar days.
• Funding for this agreement is reflected in the FY25 Capital Budget, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the Transportation Millage.
Contract No. 25-0669-ITB-C, for $5,178,471.56, with all work to be completed within 210 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
On July 7, 2025, the Purchasing Division advertised an invitation to bid. Four bids were received, with award recommendation to Hubbard Construction Company in the amount of $5,178,471.56 as the lowest responsive and responsible bidder.
As part of our Annual Pavement Preservation Program multi-year work order contracts have regularly been used to complete the large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County. However, this contract is a design-bid-build contract for specific projects with a much shorter duration to help ensure the five included projects will be completed in a timely fashion as part of the FY 2025 paving program. These projects were identified primarily by their low Pavement Condition Index (PCI) numbers which is the most definitive metric used to determine the annual pavement preservation program. Successful completion of these projects will help increase the average countywide PCI number and improve pavement quality within these communities.

Funding for subprojects, Belcher Road - Nebraska Avenue to Klosterman Road Resurfacing Project 006194A, 49th Street North - 5th Avenue North to 38th Avenue North Resurfacing Project 006777A, Eagle Lane and Birdie Lane Resurfacing 005657A, and Local Group 210 Resurfacing Project 006775A is reflected in the FY25 Capital Budget, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the Transportation Millage.
Available funding more than the recommended not-to-exceed amount is available for other project costs. If future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
