Contract no. 123-0283-P (RG); change order 2 and 3 in the amount of $144,058.26 for a revised total contract amount of $5,764,579.58; effective through August 31, 2020.

Summary:
Change Order 2 modifies the incremental monthly maintenance fees for 9-1-1 routing network services at Emergency Medical Services (EMS) due to a change in network carriers, by $1,300.44, totaling $50,717.16 through the end of the contract. West Safety Services originally contracted with Level 3 and Century Link for redundant 911 networks. Since Century Link does not have networks in Pinellas County, they were using Frontier’s (previously Verizon) network. Frontier had issues getting fiber into the location. West Safety Services then contracted with AT&T for the second leg of the network. Since AT&T is not local either, the monthly cost is higher.
Change Order 3 provides 9-1-1 Routing Support services for the upgrade and migration of equipment located at the St Petersburg and Clearwater police departments, from 30 year old analog circuits to the new countywide 911 Next Generation IP network. This network and equipment soon to be installed, is needed to seamlessly provide text-to-911 and other Next Generation features as they become available.
Fees for Change Order 3 in the amount of $37,762.50, one time costs which includes professional services, on-site resources, hardware and network. Out of scope services, if required, will be billed at West’s standard professional service rate of $275.00 per hour. As a result of Change Order 3, monthly recurring fees will be incrementally increased by $1,543.85, totaling approximately $55,578.60 through the end of the contract. Total not to exceed expenditure for Change Order 3 is $93,341.10.
Background/Explanation:
On January 28, 2014, the Board of County Commissioners approved the agreement for the engineering, installation and maintenance of the Next Generation 9-1-1 Network for the Public Safety Complex. The County Administrator approved a name change on July 1, 2016 and Change Order 1 September 20, 2016 for the purpose of connecting the EMS location to the 9-1-1 routing network.

Funding is derived from the Emergency Communications 911 Systemfund. This is consistent with the FY18 Proposed Budget.
The Emergency Communications 911 System fund is subsidized by the General Fund because revenue from fees set by the state is insufficient to fully fund system costs.

Authority for the County Administrator to approve and execute these change orders is granted under Section 2-62(a)(2).
