Recommended Action
Approval and execution by the County Administrator to delegate submittal authority for a Development Review Committee application to the City of Largo, Florida.
• The requested action is relevant to the design and permitting of the New Campus planned to be constructed at 13600 Icot Blvd, Largo, Florida 33760.
• The design of the New Campus project has progressed to the point of a necessary permitting submission.
• The City of Largo has a Development Review Committee (DRC) that oversees the development review process; the DRC consists of a team from multiple departments, and meetings are held twice monthly.
• The DRC reviews full-scale site plan applications and ensures compliance with local regulations and standards.
• The requested action would delegate the authority to Stantec to submit the application on behalf of Pinellas County.
• Stantec has been deeply engaged in this portion of the project and has the technical knowledge to submit this application on behalf of Pinellas County.
• The approved design contract with HOK (Section 3 5c) reads: For the purpose of ensuring the timely approval of all permits necessary for the construction of the project, the Consultant must schedule the necessary contacts and liaison with all agencies having permit jurisdiction over the project, and must furnish, on a timely basis, such plans, data and information as may be necessary to secure approval of the required permits.
• Staff have been unable to identify any express BCC action authorizing the County Administrator to delegate the authority for an permit application submittal to the design team.
• However, staff several levels below the County Administrator have the authority to submit permit applications on behalf of the County on any number of BCC authorized projects.
• After discussion with the County Attorney's Office, it is suggested that the authority to delegate this item is found within the County Administrator's general administrative authority.
• Time is of the essence; on a project of this magnitude project escalation costs due to delays can be in excess of $1M monthly.
