Summary:

This project will install a total of four wave attenuation breakwaters in shallow water just offshore of Philippe Park. The barriers will consist of arrays of oyster domes.  All barriers will have a layer of bedding stone underneath. The County has already purchased the oyster domes (76), and the Contractor will load them at the County Yard and transport them to the project site for Contractor deployment by barge.

Background/Explanation:

Four bids were received, with award recommendation to Petrotech Southeast, Inc. as the lowest responsive responsible bidder in the amount of $ 198,710.00.

This project is part of a larger living shoreline effort at Philippe Park to increase resiliency and wildlife habitat in the area and provide a highly visible location for County residents to learn about the benefits of living shorelines. The Philippe Park Living Shoreline site is located along the southern shoreline of the park along Safety Harbor in Old Tampa Bay. Multiple applications were designed for this area, including oyster beds, oyster bag arrays, and offshore wave attenuating breakwaters. All design options were based upon the results of a coastal conditions analysis that utilized modeling data, site specific survey information, and coastal design calculations to size the material to withstand the wave energy this site has experienced over the past 100 years. The wave attenuation barriers installed through this project will provide additional protection for the shoreline, reduce erosion, and create additional habitat for oysters and other wildlife.

Fiscal Impact:

Philippe Park Living Shoreline Project (004178B) is budgeted in the FY24-FY29 Capital Improvement Program. It is funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and a Federal pass-thru grant. The FY24 budget is $244,000.00. The Petrotech Southeast, Inc. agreement is for an amount not to exceed $198,710.00.
