Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Specific Performance and Land Use Restriction Agreement (First Amendment) with PARC Housing, Inc. (PARC) for CDBG funded facility improvements at the Bert Mueller Group Home.

 

                     On October 30, 2023, the County provided $75,000.00 in CDBG funding to PARC for costs associated with the replacement of the fire alarm system at PARC’s Bert Mueller Group Home.

                     During the bidding process, the bids for the fire alarm system came back three (3) times higher than the amount budgeted for the project and PARC is unable to fund the additional costs.

                     PARC has requested a revision to the scope of work to allow the awarded CDBG funding to be used for another needed project at the facility.

                     This First Amendment to CD23PARCBMFS revises the scope of work for the project to remove replacement of the fire alarm system and include the removal and replacement of all interior doors.

                     This First Amendment also extends the term of the Agreement three (3) months to December 31, 2024, to provide additional time for project completion, and extends the term of the Restricted Period three (3) months to January 1, 2032, restricting the use of the property to serving individuals with intellectual and developmental disabilities.

                     The funding amount, not to exceed $75,000.00, during the term of the Agreement, remains unchanged.

                     Funding for this Agreement is included in the current-year budget of the Housing and Community Development Department in the Community Development Grant Fund.

Summary:

This First Amendment to the CDBG Program Subaward Specific Performance and Land Use Agreement CD23PARCBMFS revises the scope of work of the project; extends the term of the Agreement three (3) months to allow for project completion; and extends the term of the Restricted Period.

On October 30, 2023, the County provided $75,000.00 in CDBG funding to PARC for costs associated with the replacement of the fire alarm system at PARC’s Bert Mueller Group Home. During the bidding process, the bids for the fire system came back three (3) times higher than the amount budgeted for the project. PARC does not have the resources to cover the additional project costs and has requested a revision to the scope of work from the removal and replacement of the fire alarm system to the removal and replacement of all interior doors, another needed project at the facility.

The Agreement requires that performance be completed by September 30, 2024. PARC is unable to complete the project on or before the expiration date. It is necessary to extend the term of the Agreement three (3) months to December 31, 2024, as additional time is required for completion of the revised project. As a result of the term extension, it is necessary to extend the term of the Restricted Period three (3) months to January 1, 2032, restricting the use of the property to serving individuals with intellectual and developmental disabilities.

 

Background/Explanation:

On July 18, 2023, the Board executed Resolution No. 23-56, which approved the 2023-2024 (FY24) Action Plan. The PARC Bert Muller Fire Alarm System Replacement Project was approved as a facility rehabilitation activity in the Action Plan.

On October 30, 2023, the County Administrator executed CDBG Agreement CD23PARCBMFS, providing CDBG funding for replacement of the fire alarm system for American with Disabilities Act (ADA) compliance at PARC’s Bert Mueller Group Home, located at 3190 - 75th Street North, St. Petersburg, FL 33710, benefitting approximately 48 individuals with intellectual and developmental disabilities. The Agreement was effective October 1, 2023, through September 30, 2024, with the land use restriction expiring on October 1, 2031.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $75,000.00 during the term of the Agreement. Funding for this Agreement is included in the current-year budget of the Housing and Community Development Department in the Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 23-56.
