Approval and execution by the County Administrator of the Agreement with Operation PAR, Inc. for the Pinellas Medication Assisted Treatment and Emergency Referrals to Services (MATTERS) pilot program.

 

                     The County seeks to implement a MATTERS pilot program. Modeled after the Buffalo MATTERS and New York MATTERS programs, this pilot will leverage local hospital-based programs to identify and engage individuals in substance use treatment services at the point of care in the emergency department.

                     Operation PAR, Inc. will provide three (3) full-time equivalent peer specialists to perform on site engagement of substance use disorder clients as part of Pinellas Matters at Bayfront Hospital to ensure engagement, support, and follow-up connection to treatment and medication assisted treatment (MAT) services.

                     This contract is for a not to exceed amount of $206,706.36 effective through September 30, 2022.

Summary:

Approval and execution of the agreement with Operation PAR, Inc. for the Pinellas MATTERS pilot program. Implementation of Pinellas MATTERS pilot program will leverage local hospital-based programs to identify and engage individuals in substance use treatment services at the point of care in the emergency department for a not to exceed amount of $206,706.36 effective through September 30, 2022.

 

Background/Explanation:

Operation PAR is a non-profit, providing integrated addiction and mental health services throughout Pinellas County. Additionally, Operation PAR serves as the primary substance use treatment provider for the County Health Program and Healthcare for the Homeless Program.

As co-chair of the Pinellas Opioid Task Force, Operation PAR was one of the six (6) partners (along with representatives from County Administration and Department of Human Services, the Florida Department of Health, and the Pinellas County Sheriff’s Office) to participate in a federal technical assistance visit to Erie, New York to learn more about the program and other intervention strategies to help the County. With Operation PAR’s knowledge of the goals and strategies learned during the technical assistance process, the County hopes to replicate the New York program, adapted locally, as a successful pilot. In addition, as a current provider of MAT services, utilizing Operation PAR for the pilot will allow for a streamlined connection to those other services.

 

Fiscal Impact:

Estimated Total Expenditure: $206,706.38

 

Appropriation to support this agreement is consistent with the development of the FY22 Adopted Budget.

 

Delegated Authority:

Authority for the County Administrator to sign this agreement is granted under Code Section 2-180.
