Approval and execution by the County Administrator of Change Order No. 1 (Final) with Southern Underground Industries, Inc. for Pump Station 016 Force Main Replacement on Park Boulevard to the South Cross Bayou South Cross Water Reclamation Facility.

 

                     This contract was for the construction of a new 36-inch force main approximately 19,000 linear feet in length, from Pump Station 016 on Park Boulevard to South Cross Water Reclamation Facility, allowing the existing 36-inch force main to remain as a redundant back-up.

                     This contract was awarded by the Board of County Commissioners on November 12, 2019, in the amount of $15,278,275.00.

                     Change Order No. 1 (final) decreases the contract amount by ($1,873,079.52), for adjustment of quantities not used and assessment of liquidated damages, adds 892 consecutive calendar days, and accepts the project and contract as complete. Liquidated Damages were assessed and collected for delays caused by the contractor.

                     Funding for this contract was available under Pump Station 016/Park Blvd Force Main to South Cross Bayou Replacement Project 002160A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund. The project was last allocated funding in FY23.

 

Contract No. 189-0224-CP(JJ) decrease the amount by ($1,873,079.52) and add 892 consecutive calendar days for a final contract amount of $13,405,195.48.

Summary:

The Notice to Proceed (NTP) was issued to Southern Underground Industries (SUI) on January 31, 2020. The meter assembly installation within the South Cross Bayou Water Reclamation Facility (SCBWRF) was removed from the SUI contract and moved to the contractor building the headworks at SCBWRF. The Horizontal Directional Drill (HDD) crossing Joe's Creek going into SCBWRF was relocated from Justin Court to 62nd Avenue N because of difficulty drilling from Justin Court. 

SUI was issued Liquidated Damages (LD's) in late 2021 for not performing work for 3 months. The LDs were deducted from the amount due to the contractor and the County was able to recoup those costs.

The inter-tie between the new 36" force main and the old 36" and 20" force mains along 62nd Avenue N was delayed until August 2022 awaiting the headworks construction project with the new "36" force main tie-in, at the headworks, which was completed April 7, 2022. The last major construction item was the installation of the 36" gate valve into the existing 36" force main east of the pump station which was completed April 2023. The remaining work on the project was deficiency work that was a part of the punch list items.

 

Background/Explanation:

The County owns and operates two force mains that transport wastewater from the Seminole area and surrounding unincorporated County. The wastewater is collected at Pump Station PS-016 on Park Boulevard and pumped to the South Cross Bayou Water Reclamation Facility (SCBWRF) via an existing 36-inch diameter Ductile Iron (DI) force main, and a parallel 20-inch diameter Cast Iron (Cl) force main. The existing 36-inch and 20-inch force mains were over 40 and 50 years old respectively.

The decrease amount is equal to the difference between the executed agreement amount and the total of invoices paid. 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
