Approval of the ranking of firms and agreement with Operation PAR, Inc. and Recovery Epicenter Foundation, Inc. for Pinellas Matters, a hospital bridge program.

 

                     Pinellas Matters will leverage local hospital programs to identify and engage individuals in substance use treatment at the point of care in the hospital emergency department. Firms will employ recovery support specialists to be co-located at hospitals.

                     Three firms submitted proposals with award recommendations to the two highest ranked firms.

                     This contract will be in effect for thirty-six months with a combined total not to exceed contract value of $5,515,608.61.

o                     Operation PAR, Inc. in the amount of $4,208,492.60

o                     Recovery Epicenter Foundation Inc. in the amount of $1,307,116.01

                     Funding for the contracts will be entirely from City/County Opioid Abatement settlement funds. These funds are accounted for in their own special revenue fund, separate from the general fund.

                     Based on projections of actual expenditures out three years, there will be sufficient funds to cover the contracts.

                     Funding for these agreements is included in the Fiscal Year (FY) 2024 Adopted Budget and FY25 Proposed Budget. Funding for the third year of this agreement will likely be proposed at the appropriate time. Both agreements include fiscal non-funding clauses should this portion of the budget not be approved.

 

Contract No. 23-1001-RFP in the total not to exceed amount of $5,515,608.61, effective for thirty-six months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

The Purchasing Division, on behalf of the Human Services Department, released a request for proposal (RFP) for the above-referenced services. Three (3) submittals were received with award recommendation to the two highest ranked firms. The evaluation committee determined the ranking of firms on February 29, 2024, with final negotiations of the agreements concluding on July 22, 2024.

 

Fiscal Impact:

Not to exceed thirty-six-month expenditure:                      $5,515,608.61

 

Based on projections of actual expenditures out three years, there will be sufficient funds to cover the contracts. These amounts have been included in FY24 Adopted Budget and FY25 Proposed Budget.
