Award of bid to Control Technologies, Inc., Intelligent Security Systems, Roadsys, Inc., and Temple, Inc. for the supply of an Intersection Video Analytics Platform.

 

                     These agreements provide for the purchase and delivery of equipment necessary to improve the current Intersection Video Analytics Platform, which is comprised of two hundred and forty County intersections.

                     These agreements are effective for a period of thirty-six months with a combined total not-to-exceed of $12,000,000.00 among all four contractors.

                     The agreements will be used on an as-needed basis across the platform.

                     Six submittals were received with award recommendations to the four lowest responsive and responsible bidders. Multiple vendors are necessary to ensure timely completion of all work.

                     Funding for these agreements is budgeted and available in the Fiscal Year 2025 Budget of the Public Works Department from various sources within the Transportation Trust Fund.  The contracts include fiscal non-funding clauses should that portion of the budget not be approved.

 

Contract No. 24-0293-ITB in the total not-to-exceed amount of $12,000,000.00, effective for thirty-six months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

These agreements provide a mechanism for the County to install Intersection Video Analytic (IVA) units that use highly flexible machine learning frameworks (AI) to detect and classify road users (vehicles of all kinds, pedestrians, bicyclists, and other mobility devices) in areas of interest, primarily in the vicinity of 240 signalized intersections.

The Purchasing Division solicited an invitation to bid on March 11, 2024. Six (6) responses were received with award recommendation to Control Technologies, Inc., Intelligent Security Systems, Roadsys, Inc., and Temple, Inc. as the lowest responsive and responsible bidders.

 

Fiscal Impact:

Total not-to-exceed amount:            $12,000,000.00

 

The project is funded by the Public Works operating budget in the Transportation Trust Fund, ATMS
