Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Specific Performance Agreement (Agreement) with Young Men’s Christian Association of the Suncoast, Inc. d/b/a YMCA of the Suncoast, Inc., (YMCA) for CDBG funded facility rehabilitation.

 

                     This First Amendment extends the term of Agreement CD22GRAY2 three (3) months to December 31, 2024, to provide additional time for project completion.

                     The funding amount, not to exceed $54,967.00, during the term of the Agreement, remains unchanged.

                     On November 20, 2023, the County Administrator executed CDBG Agreement CD22GRAY2 providing CDBG funding to the YMCA for costs associated with facility improvements including installing a drop ceiling, air-conditioning duck work, fire suppression system, new flooring, electrical and data conduit for computers, filling pit area with concrete, and painting facility space at the YMCA’s Greater Ridgecrest Branch facility,  located at 1801-119th Street North, Largo, FL 33778, in the locally designated Greater Ridgecrest Area Target Area, a low- and moderate-income area, benefitting approximately 3,235 low- and moderate-income residents.

                     The Agreement was effective October 1, 2023, through September 30, 2024.

Summary:

This First Amendment to the CDBG Program Subaward Specific Performance Agreement CD22GRAY2 extends the term of the Agreement three (3) months.

The Agreement requires that performance be completed by September 30, 2024. The YMCA is unable to complete the project on or before the expiration date. It is necessary to extend the term of the Agreement three (3) months to December 31, 2024, as additional time is required for the completion of the project.

 

Background/Explanation:

On July 19, 2022, the Board executed Resolution No. 22-60, which approved the 2022-2023 (FY23) Action Plan. The YMCA of the Suncoast Greater Ridgecrest Facility Rehabilitation Project was approved as a facility rehabilitation activity in the Action Plan.

On November 10, 2022, the County Administrator executed Specific Performance Agreement CD22GRAY providing $54,967.00 in CDBG funds to the YMCA for the
project. Due to a water intrusion issue that needed to be addressed first, the Agreement expired before the commencement of the project.

On November 20, 2023, the County Administrator executed CDBG Agreement CD22GRAY2 providing $54,967.00 in CDBG funding to the YMCA for costs associated with facility improvements including installing a drop ceiling, air-conditioning duck work, fire suppression system, new flooring, electrical and data conduit for computers, filling pit area with concrete, and painting facility space at the YMCA’s Greater Ridgecrest Branch facility,  located at 1801-119th Street North, Largo, FL 33778, in the locally designated Greater Ridgecrest Area Target Area, a low- and moderate-income area, benefitting approximately 3,235 low- and moderate-income residents.

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $54,967.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY23 Adopted Budget for CDBG funds within HCD.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under (Code Section 2-62 (a) (1) and Resolution No. 22-60.
