Approval and execution by the County Administrator of the Second Amendment to the Community Development Block Grant (CDBG) Program Subaward Specific Performance Agreement (Second Amendment) with Young Men’s Christian Association of the Suncoast, Inc. d/b/a YMCA of the Suncoast, Inc. (YMCA), for CDBG funded facility improvements.
• This Second Amendment extends the term of Agreement CD23GRAY three (3) months to December 31, 2024, to provide additional time for project completion.
• The funding amount, not to exceed $31,723.00, during the term of the Agreement, remains unchanged.
• On November 6, 2023, the County Administrator executed CDBG Agreement CD23GRAY providing $25,000.00 in CDBG funding to the YMCA for costs associated with facility improvements including upgrades and improvements to the front lobby and the pass-through room at the YMCA’s Greater Ridgecrest Branch facility, located at 1801-119th Street North, Largo, FL 33778, in the locally designated Greater Ridgecrest Area Target Area, a low- and moderate-income area, benefitting approximately 3,235 low- and moderate-income residents.
• On April 23, 2024, the First Amendment provided an additional $6,723.00 in CDBG funding to cover the costs associated with bids coming in higher than the original funding amount due to increased construction costs, increasing the total CDBG investment to $31,723.00; updated the project description to include replacing lobby lighting with LED lighting fixtures, and increased the amount of required property insurance coverage for the project.
• The Agreement was effective October 1, 2023, through September 30, 2024.

Summary:
This Second Amendment to the CDBG Program Subaward Specific Performance Agreement CD23GRAY extends the term of the Agreement three (3) months.
The Agreement requires that performance be completed by September 30, 2024. The YMCA is unable to complete the project on or before the expiration date. It is necessary to extend the term of the Agreement three (3) months to December 31, 2024, as additional time is required for the completion of the project.
Background/Explanation:
On July 18, 2023, the Board executed Resolution No. 23-56, which approved the 2023-2024 (FY24) Action Plan. The YMCA of the Suncoast Greater Ridgecrest Facility Rehabilitation Project was approved as a facility rehabilitation activity in the Action Plan.

Fiscal Impact:
The total amount of funding for this agreement is not to exceed $31,723.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY24 Adopted Budget for CDBG funds within HCD.
Delegated Authority:
Authority for the County Administrator to sign this Amendment is granted under (Code Section 2-62 (a) (1) and Resolution No. 23-56.
