Recommended Action

Adopt a resolution providing for golf cart use on additional roadways, codification of a map depicting where the roadways are located, and golf cart use signage on the roadways in the Highland Lakes Area in Palm Harbor.

 

                     Resolution expands the area in Highland Lakes allowing for golf cart usage from sunrise to sunset.

                     Revision was requested and approved by the Homeowners Association of Highland Lakes.

                     A study including speed, volume, and character of the additional roadways was performed by County Engineers. The study determined the request was allowable for sunrise to sunset golf cart travel.

Summary:

Summary

The resolution provides for golf cart use on additional roadways, along with related signage, within the Highland Lakes Area in unincorporated Palm Harbor.  Golf cart usage within the approved Highland Lakes Area of is allowed sunrise to sunset.  This is in addition to the previously approved usage for to and from the golf course and the clubhouse for any activities taking place at the clubhouse complex.

The resolution expands the boundary of the golf cart community to east of Highland Lakes Boulevard between Lake Saint George Drive and Alderman Road to include Lake Pointe Road, Stirling Road, Highland Club Lane, Tay Court, Links Court, Loch Road, Oakdale Drive, Sutton Place, Maclaren Drive and Rugby Court, including the connections to these streets.

The Board of County Commissioners (Board) has previously approved Resolutions16-29, 07-70, and 07-34 for use of golf carts on public roads with the Highland Lakes Area.

Background Information:

The Homeowners Association of Highland Lakes, Inc. has reviewed this revision and has approved.  The attached Exhibit A - Highland Lakes Golf Cart Community Boundary and Signing Plan is Americans with Disability Act compliant.

County engineers considered speed, volume, and character of motor vehicle traffic using the additional roadways requested and determined that golf carts may safely travel on and cross these roadways, so long as appropriate signage is posted, and golf carts are operated from sunrise to sunset.
