Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Specific Performance and Land Use Restriction Agreement (Agreement) with Boys & Girls Clubs of the Suncoast, Inc. (Boys & Girls Clubs), for CDBG funded facility improvements.

 

                     This First Amendment extends the term of Agreement CD23BGCTS three (3) months to December 31, 2024, to provide additional time for project completion due to unforeseen delays in the bidding of the project, and extends the term of the Restricted Period three (3) months to January 1, 2031, restricting the use of the property to serving community youth.

                     The funding amount, not to exceed $60,692.78, during the term of the Agreement, remains unchanged.

                     On November 20, 2023, the County Administrator executed CDBG Agreement CD23BGCTS providing CDBG funding to Boys & Girls Clubs for costs associated with facility improvements including resurfacing/resodding the outdoor sports field, installing an irrigation system, groundwater well and pump, and demolishing and replacing storage sheds at the Boys & Girls Clubs’ Tarpon Springs facility, located in the locally designated Tarpon Springs Target Area, a low- and moderate-income area, at 111 West Lime Street, Tarpon Springs, FL 34689, benefitting approximately 160 low- and moderate-income community youth.

                     The Agreement was effective October 1, 2023, through September 30, 2024, with the land use restriction expiring on October 1, 2030.

Summary:

This First Amendment to the CDBG Program Subaward Specific Performance and Land Use Agreement CD23BGCTS extends the term of the Agreement three (3) months to allow for project completion and extends the term of the Restricted Period.

The Agreement requires that performance be completed by September 30, 2024. Boys & Girls Clubs is unable to complete the project on or before the expiration date. It is necessary to extend the term of the Agreement three (3) months to December 31, 2024, as additional time is required for the completion of the project. As a result of the term extension, it is necessary to extend the term of the Restricted Period three (3) months to January 1, 2031, restricting the use of the property to serving community youth.

 

Background/Explanation:

On July 18, 2023, the Board executed Resolution No. 23-56, which approved the 2023-2024 (FY24) Action Plan. The Boys & Girls Club Tarpon Springs Facility Rehabilitation Project was approved as a facility rehabilitation activity in the Action Plan.

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $60,692.78 during the term of the Agreement. Funding for this Agreement is included in the County’s FY24 Adopted Budget for CDBG funds within HCD.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under (Code Section 2-62 (a) (1) and Resolution No. 23-56.
